Pensions: Assembly votes on “guarantees” on teachers' salaries

The National Assembly symbolically added on Monday a new article to the pension reform to " guarantee " teachers of " salary increases ", a promise that the opposition considers " unconstitutional ", with " a huge legal risk ". This increase has been promised by the government to provide teachers with pensions equivalent to the current situation.

To highlight the measure, the deputies adopted by 93 votes to 29 an amendment from the committee which isolates in a specific article of the text on pensions this " guarantee " of salary increase. It will have to be formalized in “ two future programming laws ”, one for teachers and one for teacher-researchers. " We will revalue " the remuneration, " it is the first time in almost 30 years, " said general rapporteur Guillaume Gouffier-Cha (LREM).

Oppositions on the left and on the right judge the measure " unconstitutional " because it is an " injunction made to the government to table a programming bill " (Régis Juanico, related PS), as noted recently by the Council of State. For the rebellious Ugo Bernalicis, " it looks like a hoax ", a " maneuver to try to tell the teachers, especially do not protest against this rotten reform project ".

On the right, Eric Woerth (LR) emphasizes that "the programming laws are rarely respected " and " it must still be said to teachers and researchers ". " It is a contempt for teachers, because these provisions will be censored by the Constitutional Council ", adds his colleague Olivier Marleix. " If we upgrade, it is above all to recognize that teachers are poorly paid in relation to their working conditions and their training, " reacted LREM MP Cécile Rilhac, teacher by profession. " We can nitpick about the constitutionality, but the gesture, it is important, it is strong, it is a programming law with 10 billion on the table ", launched the " walker " Sylvie Charrière.

Sunday, Minister of Education Jean-Michel Blanquer assured that teachers at the start of their careers would earn “ 100 euros net more ” per month from 2021. The unions fear that these revaluations will be conditional on “ compensation ” as an increase working time.
