France has passed since Sunday at stage 3 of the epidemic of the new coronavirus which corresponds to an active circulation of the virus on the territory. Concretely, what does it change for the 23 million working people in France who returned to work on Monday?

Teleworking becomes compulsory when possible

No more good advice and simple recommendations. The government is no longer mince words. "Teleworking becomes the imperative rule for all positions that allow it," said the Ministry of Labor in a statement. Nearly 8 million people - or more than 4 jobs out of 10 - would today be able to start teleworking in France. Their employers must therefore now force them to work remotely.

Precautionary measures in other sectors

What about other sectors where employees cannot work remotely? They are numerous, as in construction, food distribution or even industry ... The Minister of the Economy has requested the distribution of "good practice guides" which are currently being drafted within the professional federations concerned and must be broadcast in the coming hours to businesses. They will then communicate them to the employees themselves.

In addition, more frequent breaks are now offered in the distribution sectors, for example, so that employees can go to wash their hands at regular intervals. Some employers are adapting, such as Deliveroo, which announced this weekend to introduce a new feature allowing customers and delivery people to choose contactless delivery. Precautionary measures such as disinfecting tools or suspending visits to outside people are also developing.

Partial unemployment and “automatic work stoppage” for parents

For employees whose activity is threatened by the coronavirus, the Ministry of Labor offers employers flexible measures to put them on partial unemployment. They are identical to those provided for last week as part of stage 2. In this case, as a reminder, employees therefore receive 70% of their gross salary and 84% of the net. Employers who pay for nonworking hours will be 100% compensated by the state.

120,000 employees in France are already partially unemployed and two million - who work in 800,000 companies - could be affected according to the government by the closure of "non-essential" businesses imposed since this weekend. Employees who have young children and cannot telework can, as in stage 2, go on automatic work stoppage. They do not have to go to the doctor for this and it is up to their employer to make arrangements with health insurance. They will receive daily allowances up to 90% of their usual salary.
