" I am in favor of the opening of all the open-air markets and all the food halls, " declared the minister in the program Dimanche en politique on France 3 . " I call the mayors of France and the prefects to encourage to reopen these markets (...) provided that there is compliance with health standards ". Didier Guillaume recalled that the government had been forced to close the markets in France " because the health security measures were not applied ".

Since then, a third of the markets have reopened thanks to exemptions granted by the prefectures having deemed the security measures sufficient.

The market is the place where the elderly in particular go to buy their leeks, two potatoes, a salad and they eat beautifully, and then, above all, the market is where agriculture French spends 30% of its production of fresh fruit and vegetables, "said the minister.

When all activities not essential to the functioning of the country were closed in France on March 14, the food markets had initially remained open, declared a priority like supermarkets to feed confined populations.

But the government finally closed them all on March 24 to curb contagion, before granting authorizations on a case-by-case basis. These reopenings were allowed after the development of a guide to good health practices negotiated between four ministries (Health, Agriculture, Bercy and Interior), the Federation of French markets, agricultural unions and producer organizations.
