Coronavirus: 4.1 million households will receive exceptional help on May 15

2020-04-20T17:49:10.875Z

The National Family Allowance Fund will pay nearly a billion euros to help low-income families during confinement.

Combat action in the 101 family allowance funds. Since the announcement, on April 13, by Emmanuel Macron of the payment of an exceptional bonus to come to the aid of the most disadvantaged, particularly battered since the start of the Covid-19 crisis, they have been mobilized to meet deadlines. Because it is family allowances to pay this "exceptional solidarity aid", paid only once, on May 15, and the amount of which depends on the composition of the beneficiary household. Its purpose is in particular to compensate for the additional cost induced by the closure of schools and canteens.

Who is affected and for what amount? This aid will be paid in the form of a bank transfer to all recipients of active solidarity income (RSA) or of the specific solidarity allowance (ASS), paid by Pôle Emploi. Each of these households will receive € 150, to which will be added € 100 per dependent child. Thus, an RSA recipient living alone or in a couple with two children will receive € 350. In addition, all families who benefit from housing aid (APL) and who do not touch the RSA or ASS, will receive aid of € 100 per dependent child.

How many beneficiaries? "According to our latest calculations, 4.1 million households, with five million children in their care, will receive this aid," said the director general of the National Family Allowance Fund (Cnaf), Vincent Mazorick. Total amount paid: "between 900 million and one billion euros," he said. An amount advanced by the funds which will then be reimbursed by the State.

How to get it? No action, no request is necessary, this one-off boost will be paid automatically, based on the latest household income tax returns. "We are in the process of rebalancing all of the rights for the month of April so as not to forget anyone," insists Vincent Mazorick.

All online procedures . Faced with the new organization of work, mail problems and the consequences of the closure of its agencies, the National Family Allowance Fund has relaunched the process of dematerialization of its services. It launched a brand new 100% online service request system on Monday. And thanks to a new generic address (info-caf.fr) we can now send any document necessary for the constitution of the files. "Until then, we could only send a document if CAF had sent a specific request to the recipient by email," acknowledges the general manager. Henceforth, therefore, everything can be done online, in particular - and this is new - applications for family support allowances, an allowance which currently concerns 787,000 single parents. But you can also file a complete application for moving assistance or adoption bonus online.

Towards a progressive deconfinement . Closed for health reasons, the family allowance funds had decided on March 16 not to suspend any benefits in order to avoid endangering recipients who would, for example, delay completing their quarterly tax returns. Armed with state social action, the funds are now starting to anticipate the next day. "We must quickly restore the physical availability of our agents," insists Vincent Mazorick. I launched a reflection last week to define the modalities, I think, he continues, that we will be moving towards a gradual reopening of our services to the public, perhaps by region. We ordered 200,000 protective masks for our staff to get it ready. ”
