Out of the € 300 billion envelope dedicated to them, more than 43 billion in loans were disbursed to 281,000 companies. But on the ground, benefiting from the EMP is always an obstacle course.

Faced with such feedback, the Federation launched its own observatory to follow up on refused files. On its first 200 responses, the results are alarming: "For 92.9% of chartered accountants, the rejection by the bank of the PGE request is not justified, worries the professional. Too many are still in arrears! "

"We feel the will to act of the government but that is not enough", he worries with reference to the recent relaxation of the conditions of access to EMPs. "They are now open to all companies, except those whose backup or recovery plan has not been approved by a court," he said. But it is still necessary that the "banks play the game more" and that the government quickly corrects the situation to better help VSEs. "Even if they are the first beneficiaries of the EMPs as indicated by Bercy, too many VSEs are suffering when they have a vital and urgent need, insists the president of the Federation. So does the economic fabric of France ”.

The Federation proposes two tracks of "correction". First, by guaranteeing loans to VSEs at 100% and not 90%, as is the case in Germany. "The banks would keep their appreciation of the risk and the possibility of refusing a loan but would be freed from the 10% of risk which sometimes slow them down in their acceptance", estimates Jean-Luc Flabeau. Then, by increasing the basic compensation of the Solidarity Fund dedicated to VSEs and the self-employed. This amounts to 1500 euros (Editor's note: up to 5000 euros if they are threatened with bankruptcy) in the event of a fall of more than 50% of their monthly turnover.
