Despite the high expectations generated,  until now loans at zero rate have not started to assist monotributistas and self-employed workers whose activity is slowed by quarantine. Although it had transpired that they began this Monday, which sparked a high level of consultations, until now the operation has not advanced.

The financial entities say that they will not be able to start  until the AFIP does not define some aspects of the operation . In the document that launched the system, which was prepared by the Anses, the Ministry of Economy, the Ministry of Productive Development and the AFIP itself, it is established that the body commanded by Mercedes Marcó del Pont will have to inform the beneficiaries if they are or not able to access that help.

"Until they take that step, we cannot move forward," say the banks.

It is not yet defined when the operation will start, although the expectation is that the situation will begin to unlock in the coming days.

To start it, the first step will be for the AFIP to inform taxpayers if they qualify for the credit or not . Among other characteristics, to qualify it is necessary that the billing between March 12 and April 12 has fallen with respect to the previous periods. Once the monotributista expresses its interest, the AFIP must corroborate if it meets the requirements and, if so, send the taxpayer's data to the Central Bank so that the monetary authority has the bank to operate with.

From there the ball passes to the banks' land, which must contact each person to coordinate the opening of an account, if necessary, and the authorization of a credit card. These loans, which have a maximum amount of $ 150,000, will be deposited into the account and the amount can only be used through the card.

As established by the Central Bank, from the moment the beneficiary submits the application to the bank, the entity has 48 hours to prove the financing . Once the AFIP and the Central Bank give the OK, the banks will not be able to reject the client or charge him for granting the credit card.

The credit will be given in three installments with a maximum of $ 150,000 for categories D and up to $ 104,370 for category C. Monotributistas of categories A and B will only be able to access this benefit if they do not receive the $ 10,000 corresponding to the Emergency Family Income (IFE).
