Bercy's doctrine is clear: the funding supports put in place by the government, in particular PGEs (loans guaranteed by the State), are intended to prevent a company from going bankrupt because of the pandemic; but EMPs are not recommended for societies that were already too fragile before the crisis. In practice, however, sorting the wheat from the chaff is not always straightforward.

On Wednesday, Bruno Le Maire announced that the State would grant a loan of 31 million euros to the glassmaker Arc International, manufacturer of the brands Arcoroc, Cristallerie d'Arques or Arcopal. And this, via the economic and social development fund (FDES), steered by the Bercy teams responsible for supporting companies in difficulty (the Ciri for those with more than 400 employees).
