Starting today , the link to start the process that allows access to zero rate credits will be available on the AFIP website . It is a benefit that covers monotributistas and self-employed who, under certain requirements, may access a loan of up to $ 150,000 to repay from October in 12 installments without interest.
With this measure the Government will come to the aid of the monotributistas and self-employed who until now have not received direct help to mitigate the effects of the quarantine. To qualify for this benefit, you must meet certain requirements.
One of the conditions is not to work in a dependency relationship or to receive retirement , nor to provide services to the national, provincial or municipal public sector. In addition, the income received between March 12 and April 12, 2020 must be below the monthly average of the minimum gross income of the category in which they are registered.
For the self-employed, it was established that they should not join the directory of commercial companies and that electronic invoicing issued between March 20 and April 19, 2020 should show a decrease compared to the same period in 2019.
According to official estimates, there are 2.4 million people in the universe of beneficiaries . Among them 450,000 monotributistas of categories A and B who already received the bonus of $ 10,000. When this program was announced in early April, it had been established that the latter were excluded, but that decision was reviewed by the Head of Cabinet and now they can also count on this benefit.
How to do the procedure
The deadline for processing is from May 4 to 29. Taxpayers must enter the AFIP website with their tax code and click on the " Zero rate credits " tab .
To apply for the loans, it is necessary to have a security level 2 tax code and have registered the electronic tax address on the AFIP website. Those without a password can manage it on the AFIP site or through home banking . Another alternative is to do the procedure to access the password at an ATM.
There they must report the total amount intended. The system will indicate the minimum and maximum of the credit that they can access according to the category in which they are registered with the AFIP. The maximum amount to request is $ 150,000.
The beneficiary must indicate the number of his credit card where the three monthly installments of the loan will be credited. If the user does not have a credit card, they must inform the AFIP which bank is chosen to process the loan and the entity will be obliged to grant the credit card without applying charges.
At the end of the information load, the data will be sent by the AFIP to the Central Bank for verification. If this procedure determines that the application cannot be advanced, the system will indicate the reasons why the credit is rejected.
If the credit is granted, it will be disbursed in three monthly installments on the beneficiary's credit card. The loan has a grace period until October. Only from that month will begin to return in 12 fixed installments without interestto be debited from the card.
When the loan is granted, the banks will add to each of the tranches disbursed the amount equivalent to the monthly obligation to the AFIP - the contribution paid each month by the monotax or the autonomous regime - and will allocate those resources directly to pay the expiration.
Taxpayers who are attached to the automatic debit for the payment of the tax must request a "stop debit" for the fiscal periods that are paid according to this modality
One of the conditions of the loan is that the money cannot be used to buy dollars either directly through the banks or to operate with the modalities such as Cash and dollar exchange, which allow, at a price of 70% higher than the official one, to acquire currencies beyond the top of the US $ 200 monthly fixed by the Central Bank.
