In the midst of the crisis deepened by the pandemic and quarantine, the ruling party finishes shaping the moratorium project that in a few weeks it will seek to approve in Deputies. President of the House Sergio Massa finished reviewing the official project, the result of the consensus of the alternatives proposed the head of AFIP  Mercedes framework of the Pont and deputies as, among others, Carlos Heller

The preliminary draft report has already reached the Budget committee and the offices of the collecting agency in Plaza de Mayo. The heart of the initiative , which Clarín had already anticipated , changed little , but more details are known.

They intend that the inscription to the  extension governs from July 31. Includes tax, social security and customs debts maturing until May 31, 2020 . The universe of possible beneficiaries contains from monotributistas A and B to the self-employed of the highest categories, passing through small and large companies, cooperatives and neighborhood clubs. From the opposition they calculate that there are debts with the treasury for more than 800 billion pesos , a similar figure to that which they admit in the ruling party.

"We are waiting for the entry of the Executive project. The moratorium serves to help without exception monotributistas self-employed, SMEs and large, and also to order future public accounts since there is a global debt of 750 billion. It is a very useful instrument to help our economy and to order the rescue of those who work to launch Argentina from the post pandemic, "explained Massa before Clarín's query

If the government project is approved without changes, taxpayers may refinance their debts, even if they are enrolled in previous moratoriums. Congress had approved a moratorium for SMEs in February , before the coronavirus erupted.

However, in Deputies they do not rule out changes. " We want the widest possible consensus and we are going to invite all the political and economic sectors to make their contribution and give their opinion, but we intend it to be a tool to help the sectors affected by the crisis to stand up," added the minister. of the lower house.

The criminal cases opened against taxpayers  will drop if they cancel their obligations. All beneficiaries will be able to join until October 31, when the first installment that should begin to be paid in November, as foreseen in the original project of which this newspaper had reported.

Large companies that owe social charges may pay them in 4 years and in 48 installments. The rest of the delinquent employers will have twelve more months. The remaining obligations due may be canceled up to 8 years for large taxpayers and 10 years for the rest.

The interest rate until January 2021 will be 2 percent per year and not 3 percent , as originally promoted. After that date, the Badlar rate in pesos of private banks will be applied .

The government project also adds restrictions similar to those that the Government is putting in place to give official aid for the payment of wages, which aim to close the taps where the country's dollars go. Therefore, to enter the moratorium, limits were incorporated  for large companies that had already been in force between 2013 and 2015, when Cristina Kirchner and Ricardo Echegara governed and was in charge of the AFIP.

Thus, those companies that had  drawn dividends or profits to their shareholders during the period of the moratorium would be left out. Also, companies that have accessed the Single and Free Exchange Market (MULC) to make payments of net benefits to companies or beneficiaries related  abroad for consulting services, technical assistance, engineering, transfer of rights or licenses and for interest or remuneration. paid by credits or placements of funds.

The official project was one of the topics discussed at the economic Cabinet meeting led by President Alberto Fernández in Olivos on Wednesday, two days after the lapidary index of economic activity for April was known, which marked a collapse of the 26.4 percent over the same month the previous year , the deepest decline since March 2002, when 16.7% had sunk. "It is a fundamental tool for companies and merchants to continue their productive ventures," they stated in the Executive.

Massa raised the proposal at the meeting he led this Thursday from his office in Congress with the head of the pro-government bloc Máximo Kirchner. Via zoom were Álvaro González , the vice president of Deputies for the PRO; Cristina Alvarez Rodríguez (of the Front of All); Mario Negri , head of the Together for Change interblock; Cristian Ritondo , from PRO; Maximiliano Ferraro , of the Civic Coalition; Luis Di Giacomo (Together We Are Río Negro); José Luis Ramón (Federal Equity); Alma Sapag (Neuquino Popular Movement); Ricardo Wellbach (Front of the Missionary Concord) and Nicolás del Caño and Romina del Plá , of the Left Front.

The Government is also promoting an extension and expansion of the current Budget, which will also be discussed in one of the two sessions in July that the government agreed with the opposition, which has its own palliative projects for taxpayers in the midst of the crisis. In Together for Change they bet that the Government will ask for more monetary issuance to be authorized .

Meanwhile, the head of the Cabinet Santiago Cafiero advances with meetings with ministers to capture the draft of the law of laws of 2021, which must be submitted before September 15. On the afternoon of this Friday, he had scheduled meetings with Gabriel Katopodis , of Public Works; Ginés González García , of Health; and María Eugenia Bielsa , from Territorial Development and Habitat.
