From the beginning of this year to May, computing the April contribution payments, the "pure" monotributistas, so-called because they do not include those who simultaneously work in a dependency relationship, decreased from 1,911,109 to 1,705,830: 205,279 less . And the self-employed decreased from 956,714 to 782,010: 174,704 less, according to AFIP figures. In total 379,983 fewer contributors.

Thus, from these official data it emerges that professionals and independent workers were very resentful in the first two months of this year due to the continuation of the recession and then badly hit by the pandemic and quarantine. And the shrinking or loss of the activity was accompanied by a strong delinquency in the payment of contributions to Social Security due to the lack of income or directly the impossibility of continuing with the activity.

Until the end of last year, self-employment gained strength due to the loss of dependency-related jobs that moved to self-employment, although in many cases in informality, without registration as a monotributista.

The novelty in the early 2020s, even before the pandemic, was the decline in self-employment . According to the economist Claudio Lozano, "the analysis of the results indicates that the drop in employment experienced in the first quarter is mainly explained by the loss of independent jobs", and thus "the increase in self-employment that until the fourth quarter of 2019 allowed to contain the level of unemployment, changes sign in the first quarter of 2020, accounting for the weak nature of these occupations. " Then with the quarantine, it worsened.

Given these cold numbers, and "to cushion its effects on small taxpayers," the AFIP suspended the exclusions and losses of single-tax . The 2020 moratorium was also promoted, which covers MSMEs, monotributistas, self-employed, cooperatives and neighborhood clubs with tax, customs and / or social security debts. And nearly half a million Category A and B monotributistas, under certain conditions, received the $ 10,000 IFE bond.

On the other hand, monotributistas and self-employed were enabled to access a zero rate credit until July 31 for an amount that depends on each category up to a maximum of $ 150,000, plus contributions for three months. The funds are credited to the applicant's credit card in three successive and identical disbursements. Credits have a 6 month grace period . Repayment is made in 12 fixed installments without interest. In a first stage, $ 41,482 million were awarded to 332,505 monotributistas.

All of this proved insufficient as indicated by the AFIP trading statistics. It is that initially the vast majority of independent jobs or professions were not enabled to carry out activities, then there was some flexibility in certain provinces and cities, but even so, home work was limited by prevention and the fall in income of potential clients .

On Tuesday, a bill was sent to Congress setting a moratorium on all taxpayers with past due debts as of June 30.
