Paramedical and non-medical staff

Paramedical staff (nurses, nursing assistants, masseurs-physiotherapists ...) and non-medical staff (technicians, stretcher bearers, administrative agents ...) obtained an envelope of 7.5 billion euros to improve their remuneration.

This sum, described as " historic " by the Minister of Health Olivier Véran, will be used mainly to finance a salary increase known as " base " for all staff of hospitals and public nursing homes, of the order of 183 euros net monthly.

This increase, which will have to be voted at the end of the year in the Social Security budget, will take place in two stages: a first revaluation of 90 euros " with a retroactive effect " on September 1 and another of 93 euros on March 1, 2021 .

The agreement also provides for a " revision " of the salary scales for certain trades, which must be completed before the spring. According to the ministry, this will result in a salary increase of 35 euros net on average for the agents concerned.

Further increases are also envisaged for overtime, night work, Sunday and public holidays, while measures will be taken to develop collective profit-sharing.

Finally, " recruitments " are mentioned, the exact number of which does not appear black on white. " We are starting on a creation of 15,000 jobs, " however warned Olivier Véran in an interview given Sunday to the daily newspapers of the Ebra group.

Note that employees in the lucrative private sector will also benefit from part of the 7.5 billion euros, for a revaluation evaluated at 160 euros net per month. Discussions will be held in the establishments concerned to determine the terms.

Hospital doctors

The agreement for hospital doctors, signed by three representative unions out of five, covers a set of 16 measures, for a total envelope of 450 million euros.

The bulk of this sum will be used to increase the " exclusive public service " allowance , paid to practitioners who agree to work only in public hospitals, without exceeding their fees.

This compensation is currently 490 euros gross per month for a full time, increased to 700 euros after fifteen years of service. It will increase to 1,010 euros for all eligible practitioners, with a first stage in September and a second in March 2021.

In parallel, a " revision " of the salary scales is planned from January 1, 2021, with the merger of the first three levels and creation of three additional levels at the end of their career, at a cost of 100 million euros.

The text also includes provisions on the training and status of doctors, with medical examinations made compulsory, and measures to supervise temporary work with " strict compliance " with the " salary ceiling ".

Internal and medical students

Interns, future doctors employed at the hospital as part of end-of-course internships, will benefit from an envelope of 124 million euros as well as measures aimed at ensuring " better respect for working time ".

According to Isni, the main union of interns, the 124 million euros will be used to improve the compensation paid to young practitioners, brought to the level of the hourly minimum wage - a long-standing claim of future doctors.

An envelope of 55 million euros has also been released for medical students, while students in paramedical fields will benefit from a boost to 20 million euros.
