This Monday, August 10, the third payment of the Emergency Family Income (IFE) begins , the aid scheme designed by the Government to prop up the most vulnerable families during the pandemic. These are the seven keys to the next payment.
Who charges the third IFE?
This round will reach 9 million people. To receive it they have tohave already registered in the first round, as there will be no new registration instances. Those who did not qualify in the previous phases cannot get hooked on this one. In this way it will encompass unemployed, informal workers, domestic workers, monotributistas A or B, holders of the Universal Child Allowance (AUH) or the Universal Allowance for Pregnancy (AUE) who do not receive other benefits from the State. The bond reaches six out of every 10 families across the country.
When will it be charged?
The IFE 3 payment batch starts this Monday, August 10 . The first to collect will be the holders of the AUH and the AUE to whom the two assets will be deposited together. These payments will be made staggered according to the last number of the DNI to avoid people crowding at the ATMs when going to collect. For these people the calendar will run until August 24. As of August 25, the rest of the beneficiaries will begin to collect . In this case, payments will be made in two DNI numbers per day.
How much will be paid?
As in the two previous rounds, the IFE will be $ 10,000. The three batches generated an expense of $ 270,000 million for the State. Despite the claims of some social organizations, which asked that the bond be updated based on accumulated inflation, the Government decided that in this phase both the number of beneficiaries and the amount to be received would be maintained.
How will it be charged?
Already when paying the second batch of the IFE, ANSES arranged for all beneficiaries to charge through a bank account. This led to some three million people who had received their first payment through the Argentine Mail or other payment points, to open a free savings account to receive the bonus. Now, in the third round, the only way to collect will be through a transfer to the Unified Banking Code (CBU) that each beneficiary registered with ANSES. In case the person wants to collect the voucher in a bank account other than the one registered with ANSES, they must enter the agency's website and register the new CBU there.
Where will it be paid?
Despite the fact that in June it had been established that IFE 3 would only be for people residing in regions where quarantine is stricter, such as the AMBA and Chaco, in July the Government changed its criteria. After the claims of the rest of the governors, who feared that despite having a more relaxed quarantine the economy of their provinces would collapse even more without the IFE, President Alberto Fernández arranged that this batch would reach the entire country.
Why is the IFE still being paid?
Last Friday, during the virtual act in which he participated in the celebration of the day of San Cayetano, Alberto Fernández said that the IFE received "more than 20% of Argentines that the State did not register and that they were surviving I do not know in what conditions ".
The number of beneficiaries, which tripled the original expectations of the Government, shows that the majority of the population - 60% of Argentine households receive the IFE - is in a situation of extreme economic and social vulnerability to the pandemic . This means that each prolongation of the quarantine requires an extension of state aid at the same time, to prevent the social situation from becoming even more explosive. According to private estimates, despite this aid, between April and June poverty would have risen to 47% of the population. Now the government is analyzing whether the conditions are in place for a fourth batch of IFE or whether this benefit will be replaced by another type of aid. What is the IFE used for?

Although the most obvious answer is that the $ 10,000 bonus is intended for the purchase of food, some data from the Ministry of Social Development show that this is not strictly the case. "In general terms, the IFE is not used so much for food expenses as to cover other basic expenses and make arrangements at home, " Minister Daniel Arroyo told Clarín . The IFE coexists with other programs, such as the AUH and the Alimentar card, which have a use linked directly to food. "We see that in the week in which the Alimentar card is paid - a disbursement of between $ 4,000 and $ 6,000 that reaches 1.5 million families - assistance to community kitchens decreases.
