Emmanuelle Wargon: "We are finally creating aid for the complete renovation of her home"

The Minister for Housing details the new conditions of access to MaPrimeRénov ', the main government aid for renovations.


The Minister for Housing, Emmanuelle Wargon, discusses the timetable for the future reform of Personalized Housing Assistance (APL) as well as the government's desire to speed up energy renovation. This will be one of the strong axes of the recovery plan presented on Thursday, September 3.

The reform of the APL has been postponed several times. Is it still relevant today?

EMMANUELLE WARGON. Yes and we will go to the end. The reform will come into force on January 1. Aid will be calculated on the basis of the last twelve months, that is to say from December 2019 to November 2020. The new method of calculation adjusts aid according to income "in real time". If these increase, the aid decreases. If income goes down, benefits go up. This reform will have a protective effect in times of crisis, unemployment and partial activity. In addition, January 1 is the date on which the new rights are usually calculated. So it makes more sense.

How will this translate?

A single person who earned 1,000 euros per month in 2019, then 1,100 euros in 2020, will see his APL decrease gradually and over one year from 77 to 44 euros per month. Conversely, an employee who experiences a period of partial unemployment from April to August 2020 will see his APL increase by around 30 euros per month. This reform is fair because it adapts to people's incomes.

Will working students be the losers?

There will be no losing students. We will be moving to a student package. This will be advantageous for those who work part time, for example.

How many people are affected by the reform?

Each year, two-thirds of benefit recipients see their allowances change, in one direction or another. It will be more with the reform. As a result of the crisis, a higher number of beneficiaries are expected to see their APL increase, which will sharply reduce reform savings.

The increase in the budget of MaPrimRénov ', the main aid for energy renovation, is a central point of the recovery plan. What are the new access conditions?

The bonus will be accessible to all French people for the duration of the recovery plan. Its amount will depend on the level of income and will be higher for low-income households than for wealthy households. We are also opening it to landlord owners - hitherto excluded from the system because they do not live in the housing concerned - and to condominiums, who will now have only one file to put together for all owners. We will thus gain in efficiency.

The cost of the work will therefore be different depending on the resource conditions?

Yes, there is no question of redoing the windows of an affluent household! Four categories will be created according to the level of income and we will be much more generous with the most modest households. We also decided to pay a bonus when the apartment or house is a thermal strainer.

Will the aid be significant?

Finally, we are creating aid for the complete renovation of their home. A middle-class household which does a complete renovation by dividing its consumption by almost four (with insulation of walls, attics and floors and installation of a heat pump) will receive aid in the order of 20,000 euros. The support provided by MaPrimeRénov for such large amounts is exceptional, very generous; these bonuses will be maintained within the limits of the stimulus plan envelopes.

Do you think this will help revive the building sector?

We are considering simplifying the administrative procedures to obtain a building permit. The first thing is to encourage mayors to issue new permits. For this, we want to support elected officials who authorize construction with several floors and in particular in already urbanized areas where it is difficult to find housing.

How much will this aid be?

We are in the process of defining it.

During the health crisis, places were lacking to accommodate hospital staff near their workplace. Did you find a solution ?

One of the avenues is to reserve accommodation available for "crisis workers", for example medical staff or those in the mass distribution. The idea would be to offer housing with more affordable rent than on the market.

Since July 10 and the end of the postponement of the winter break, associations have sounded the alarm on the resumption of evictions ...

The associations are worried. In response, we have maintained the order not to evict until there is a housing or accommodation solution. For landlords, we must also ensure that people continue to pay their rent during this time of crisis. The APL should then make it possible to help them.
