2020-09-28T04:53:39.073Z

While the Finance Bill for 2021 is presented on Monday, a few measures should help stimulate consumer spending.

It is time for the accounts for 2021. This Monday morning, the government will present its Finance Bill for next year to the Council of Ministers.

In this first version of the Budget will obviously be integrated the recovery plan of 100 billion euros, announced in early September.

The major measures of this recovery plan should primarily benefit businesses.

But what about households?

"The government's strategy is to relaunch growth via businesses, to maintain employment", has been hammering in Bercy for weeks.

However, some measures intended to encourage household consumption will be slipped into the 2021 Budget. It must be said that the stake - and the available windfall!

- is significant: in the second quarter, the savings rate of the French stood at a record level of 27.4% according to INSEE, after having already climbed to 19.7% in the first quarter of 2020. We are far away an average of 14.9% in 2019. To encourage households to spend, several aid schemes have already been announced by the government.

MaPrimeRenov, conversion bonus, Pinel ...

The most emblematic?

Aid for thermal renovation of MaPrimeRénov housing, which will be able to finance up to “90% of the budget” for low-income households, assures Housing Minister Emmanuelle Wargon.

If the details of the scales are to be announced on October 5, this boost represents 2 billion euros.

"All quotes signed after October 1, 2020 will be eligible" and "new beneficiaries will be able to make their request from January 1," the minister said on Sunday in the JDD.

Another measure to support consumption: aid for the reconversion of the vehicle fleet.

Bruno Le Maire indeed announced at the beginning of September that the conversion bonus will be renewed in 2021. But the envelope, which could be revised downwards, has not yet been specified by Bercy: “These amounts will not be more. important, but there will always be very significant premiums on electric vehicles, very significant premiums on plug-in hybrid vehicles, ”the Minister of the Economy recently underlined.

Finally, in the hot seat in recent months, the Pinel device and the PTZ (zero-interest loan) will finally be extended in 2021 with, probably, modifications at the margin.

That's all ?

In Bercy, a senior official drives the point home: "We must not forget that this fall, 80% of households will no longer pay housing tax at all and that in 2021, the remaining 20% will have a reduction in their tax third party local.

It is not nothing for purchasing power.
