Caregiver leave, gas, energy renovation ... Everything that changes in October

From this Thursday, people who support an elderly, sick or disabled loved one will be able to apply for a three-month leave.


Jump in regulated gas prices, encouragement for energy renovation work, compensated leave for caregivers, new calculation of partial unemployment compensation: here is what changes on October 1 and November 1.

Caregiver leave.

Caregivers who support elderly, sick or disabled relatives will be able to apply for a three-month paid leave from October 1.

The principle of such compensated leave - of a maximum duration of three months, but which can be renewed, up to one year over the entire career of the employee - was approved by the National Assembly in October 2019 .

The allowance, paid by the family allowance funds or the Mutualité sociale agricole, will be around 44 euros per day for people living as a couple and 52 euros per day for a single person.

This reform "materializes state support for the eight to 11 million invisible people who are the front-line actors of solidarity," said Brigitte Bourguignon, the Minister for Autonomy.

Gas.

Regulated gas sales tariffs, applied by Engie to millions of French households, will jump 4.7% on October 1, the Energy Regulatory Commission (CRE) announced on Monday.

Without the price smoothing mechanism that had been adopted to prevent prices from rising too sharply, the increase would even have reached 7%.

Energy renovation.

Energy renovation work started from October 1 will be eligible for the new, broader rules for awarding the public premium intended to encourage these acts.

However, it will be necessary to wait until January 1, 2021 to request this assistance, retroactively.

The new rules allow in particular the wealthiest households to benefit from this assistance as well as owners renting accommodation without occupying it themselves.

From November 1, partial unemployment.

The decree has not yet been published, but the government has provided for a reduction in the cost of partial activity from 1 November.

For each hour off work, the compensation paid to the employee must increase to 60% of his gross salary (limited to 4.5 Smic) instead of 70% previously, and may not be less than 8.03 euros;

for the employer, the remainder to be paid increases from 15 to 40% of the compensation.

The sectors most affected by the crisis, which had so far been fully compensated, were to have a remaining charge of 15%, but the government announced Tuesday that the hotel and restaurant industry would remain fully compensated until the end of the year.

The Minister of Labor, Élisabeth Borne, announced Wednesday that this exception would finally extend to all protected sectors such as culture, events or sport.

In the case of administrative closures due to circulation of the virus, companies remain fully reimbursed.
