Lebanon and Israel, neighboring countries technically at war, announced Thursday, October 1, talks under the mediation of the UN concerning their disputed borders, an agreement described as
"historic"
by the United States.
US Assistant Secretary of State for the Middle East, David Schenker, said the talks would start the week of October 12.
The demarcation of maritime borders is linked to hydrocarbon exploration projects in the eastern Mediterranean.

"On the issue of maritime borders, meetings will be held continuously at the UN headquarters in Naqoura"

The last bilateral negotiations between Israel and Lebanon headed by Washington took place in 1983, in the midst of the Lebanese civil war.
They had resulted in an agreement to start peace talks, but this agreement was repealed after its rejection by several Lebanese parties.
The maritime dispute between Israel and Lebanon concerns an area of 860 square kilometers.
In 2018, Lebanon signed its first oil exploration contract for two offshore blocks (4 and 9) with a consortium led by the French group Total and including the Italian Eni and the Russian Novotek.
Part of Block 9 is in a disputed maritime area with Israel.
Negotiations must also focus on the disputed territories along the Blue Line, a border drawn by the UN after the withdrawal of Israeli troops from Lebanon in 2000, according to Nabih Berri.

A resolution of the border dispute is vital for Lebanon, lagging behind in the exploration of its offshore resources and mired for a year in its worst economic crisis.

The announcement of these negotiations comes at a time when Lebanon, in default of payment since March, is paralyzed by a political blockage after the failure to form a new government awaited by the international community which calls for reforms to unblock all financial aid.
The country's dire socio-economic situation was compounded by the devastating August 4 explosion in Beirut, for which much of the population blames a ruling class almost unchanged for decades and denounced as incompetent and corrupt.
The explosion, caused by a fire, of several hundred tons of ammonium nitrate stored in a warehouse in the port of Beirut, left more than 190 dead and more than 6,500 injured and devastated entire districts of the capital.
Israel and Lebanon are technically at war and their common border remains the scene of sporadic incidents.
On July 27, heavy exchanges of fire at the border recalled, for a day, the specter of the 2006 war between Israel and Hezbollah, a Shiite armed movement close to Iran and a dominant political force in Lebanon.
