Launched in June 2019 for 18-year-olds, the culture pass saw its budget revalued on Tuesday in the 2021 finance bill to the tune of 50 million euros, said a press release from SAS Pass Culture.

Thanks to an application, registered young people have 500 euros for 24 months to book digital cultural proposals or local offers (cinema, concerts, etc.).

But studies have shown that only 150 of the 500 euros are spent on average.

"Not a magic wand"

Without being a magic wand, it is a lever in the crisis and a source of purchasing power for young people.

They need the pass, they tell us.

The evaluation of the experiment leads us to recommend a pass of 300 euros and not more than 500, cheaper and more social

”, estimates Isabelle Giordano, president of the strategic committee in charge of this file.

The pass is currently being tested in 14 departments, for an audience of 135,000 young people.

It should be generalized "

to all 18-year-olds in France on January 1,

" recommends Isabelle Giordano.

Monday, the Minister of Culture Roselyne Bachelot was worried about this "

under-consumption of credits

".

"

One could imagine that perhaps the sum of 500 euros was excessive

", she observed, declaring to work with her counterpart from Education Jean-Michel Blanquer on the "

mediation

" that teachers should deploy with students to make the pass better known.

Unsurprisingly, the most culturally advantaged youth have benefited the most.

Sixteen months after its launch, 91% of users were students or high school students and only 6% were active or apprentices.

The pass culture seeks to reach individuals considered 'inactive' or looking for work.

However, this category constitutes a more complex target to conquer

”, recognizes SAS Pass Culture.

Young people favored book offers (55%), before music (12%), audiovisual (10%), concerts and festivals (8%) and artistic practices (4%).

Initially, the application was tested with 12,000 young people in five departments.

In June 2019, the experiment was extended to all 18-year-olds in these departments and to nine new departments.
