2020-10-16T16:43:00.469Z

According to the figures that the Parisian has collected from 28 departments of metropolitan France, registrations for the solidarity income

+ 6.78% in the Eure.

+ 10.66% in Hérault.

+ 16.4% in the Yvelines and up to + 21% in the Rhône, a department that is relatively spared from unemployment ... While the Prime Minister, Jean Castex, must present this Saturday new measures to fight against poverty, We interviewed a large sample of metropolitan departments - 8 in Ile-de-France and 20 in the regions - to measure the evolution of the number of recipients of active solidarity income in France.

It shows that since March, and the start of the Covid-19 crisis, requests to touch the RSA have skyrocketed.

An increase which, after two years in 2018 and 2019 on a downward trend, affects the entire territory.

The active solidarity income, paid under means-tested conditions, to people over 25 who cannot claim unemployment benefits, is between 564.78 euros for a single person, and 1186.03 euros for a couple with two children.

Emmanuel Macron announces a bonus for beneficiaries of RSA or APL

"We expect an exponential growth in requests for RSA by the end of the year and in 2021", confirms the president of Charente-Maritime, Dominique Bussereau, who also chairs the Assembly of Departments of France ( ADF).

"And after the announcement of the curfew measures, we expect to see even more freelancers, traders and artisans register with the RSA," he adds.

Because it is the other significant fact: the appearance of new profiles such as self-employed people, craftsmen, temporary workers, workers in markets or fairs, etc.

Camille Morini, director of integration in the Alpes-Maritimes, notes that "among the new entrants, half are seasonal workers, especially in the tourism sector, and a quarter are self-employed".

As for people leaving the RSA, their number was "greatly reduced during confinement".

If the Alpes-Maritimes have succeeded in "stopping the bleeding in July", explains Camille Morini, in particular by voting a plan of 2,500 jobs supported in the commercial sector, the future looks complicated.

Departments ask for state support

To cope with this influx, a large number of departments have already voted for budget extensions or are preparing to do so.

Thus, the Var, which had 32,810 households receiving RSA in April but 34,585 in June, has just adopted an extension of 8.3 million euros.

As a result, the RSA invoice for the month of September 2020 is up 13.99% compared to September 2019, and 16.12% compared to September 2018.

“Today, our only room for maneuver is to reduce our investments.

Between the increase in expenses (RSA, Covid premiums, protective equipment, etc.) and the loss of revenue, the impact of Covid-19 is around 100 million euros for the Gironde ”, calculates Jean-Luc Gleyze, the PS president of the department.

And to add: "It is the equivalent of four colleges.

Should we delay construction?

If the government wants the departments to meet the stimulus plan, it must help us deal with the financial consequences of the Covid.

"

A speech on behalf of the ADF Dominique Bussereau: “I am very worried.

The State does not accomplish its mission by not compensating the expenses related to the RSA.

The remaining charge for the departments was 4.6 billion euros in 2019;

it is expected to increase to 5.6 billion euros this year.

"While the Congress of departments is to be held on November 5 and 6, Dominique Bussereau believes that in the context of open financial discussions, for the time being," the account is not there ".
