Federal Finance Minister Olaf Scholz is apparently considering billions in compensation for lost sales by companies affected by restrictions.
In the ongoing deliberations of the federal and state governments, Scholz is said to have proposed that smaller businesses replace up to 75 percent of their sales compared to the same month last year.
Larger companies should receive up to 70 percent.
According to the Reuters news agency, one participant quoted the SPD politician as saying: "The situation is very, very serious. We need far-reaching measures that we have to cushion financially."
The "Bild" newspaper had previously reported on the plans.
Accordingly, there should be no special obligation to provide evidence.
Scholz put the costs at seven to ten billion euros for four weeks.
The federal government proposed extensive closings of restaurants and leisure facilities, for example, to the Prime Minister in November in order to curb the sharply increasing number of corona infections.
Chancellor Angela Merkel and the 16 prime ministers are currently negotiating via video conference.
