Federal Transport Minister Andreas Scheuer faces even more trouble with the reform of the motorway administration.

There is a risk of a billion-dollar financial shortfall in the expansion and construction of new autobahns in Germany in the coming years.

This emerges from a draft of a financing and implementation plan for the new federal autobahn GmbH.

Accordingly, an additional requirement of 4.9 billion euros is seen in the next five years in order to implement all planned new constructions and extensions, maintenance measures and investments, for example in rest stops or noise protection.

Autobahn GmbH is to take care of the 13,000-kilometer network of German motorways from the beginning of 2021.

So far, the federal government has given the money as the owner, while the states are responsible for planning, construction and operation.

The aim is to plan and build faster in the future.

"Additional demand beyond the funds available annually"

"Although the investments in the federal highways have already been raised to a record level in the past few years, there is an increased need for investments beyond the annual funds available for the federal highways and federal highways," says the financial plan of the "German Press Agency "is present.

First the "Handelsblatt" reported about it.

In particular, the expansion and new construction of motorways and federal highways required considerable additional investments if the Autobahn GmbH were to implement political objectives.

Autobahn GmbH must submit the financing and implementation plan to the budget and transport committee of the Bundestag for approval.

The fundamental reform of the motorway administration has come under criticism.

Federal Transport Minister Andreas Scheuer (CSU) had to cut back on his original plans.

The German Unity Fernstraßenplanungs- und -bau GmbH (Deges) will not be integrated into the new Autobahn GmbH for the time being.

The reason for this are legal concerns.

The opposition accused Scheuer of having put the reform of the motorway administration in the sand.

The Federal Audit Office recently criticized the explosively rising costs of the reform.

The medium-term financial planning of the Federal Ministry of Transport had to be increased by one billion euros, among other things because of the increased expenses of the new Autobahn GmbH, it said in a report.
