Underground lobbying of public hospitals to keep their doctors

2020-11-28T01:46:11.894Z

Forgotten by the Ségur de la santé, doctors in non-profit private establishments are angry. And claim to be treated equally.

New blow for non-profit hospitals!

Between public hospitals and private clinics, these establishments, which account for 10% of care in France with flagships such as Saint-Joseph hospital in Paris, Foch hospital in Suresnes, etc., nevertheless combine the best of both worlds: they fulfill public service missions with the organizational flexibility of the private sector.

However, their 14,000 doctors - who took care of 20% of Covid patients during the crisis - were excluded from the salary increases of the “Ségur de la santé”.

Failing to touch like their colleagues from the public the premium of 1010 euros gross monthly, they demanded to be able at least to make private consultations, which are prohibited to them today while they are authorized in the public.

And this, by committing to moderate rates, with no out-of-pocket costs for patients ... while fee overruns can sometimes reach records among the public.

They fear their doctors will come to us

Antoine Perrin, CEO of Fehap

With the support of the Minister of Health, they thought the case had been heard, before an about-face.

"

Olivier Véran, who has always defended this idea as a deputy, promised it to us last week ... before changing his mind,

" laments Antoine Perrin, general manager of Fehap, the federation of the sector.

The bill brought by LREM deputy Stéphanie Rist, who arrives at the assembly on Monday, was supposed to change the rules.

But, we understood that the majority will not support our amendments.

Lobbying from the public hospital has played a role, they fear that their doctors will come to us,

”says Antoine Perrin.

"To be treated on an equal basis with the public"

Calls to strike are increasing.

The National Union of Practitioners and Physicists of Cancer Control Centers (SNPCLCC) CFE-CGC, supported by other medical unions, is calling for protest actions.

Because it is not by stifling the private non-profit that the public hospital will retain its doctors ... but rather by reforming its organization to gain in attractiveness.

Private health establishments of collective interest (ESPIC) “

just ask to be treated on an equal basis with the public while our doctors assume the same obligations, the same duties.

We are tied up for fear of harming the public.

But it is not us who are going to dry them up as doctors.

If they want to earn more, they will go into the private commercial sector,

”assures Antoine Perrin, himself a surgeon who worked for 20 years in the public hospital.

The sector is now waiting for the minister to tell it what place he gives it in the health system.

In Denmark, the whole health system is on the private not-for-profit model.

In Germany, where it represents a large part of the system, establishments are transferred from public status to private non-profit status.
