Until the 23rd of this month, inclusive, companies that require state assistance for
the payment of December wages
may register for the Emergency Assistance to Work and Production (ATP) program.
The AFIP enabled the system for employers to register with their tax code through afip.gob.ar.
Through the ATP program, the state has been covering part of the payment of salaries from the private sector since the start of the quarantine.
This required a contribution of
$ 240,000 million.
The ATP program includes two modalities: credits at a subsidized rate and the complementary salary.
Added to these benefits are the REPRO II implemented by the Ministry of Labor.
The three assistance mechanisms for the payment of salaries will
be processed through the AFIP website

The possibility of accessing each of the benefits depends on the type of activity carried out by the company and also on the nominal variation in its turnover level.
Employers that accessed the REPRO II Program in November will have the same benefit for the payment of their workers' wages during December, so
it will not be necessary for them to enroll in the ATP Program.
The conditions of the ATP were changing throughout the quarantine.
As the return to activities was enabled,
access to the program became more restrictive
and focused on companies in critical sectors, those that continue to have restricted operations, such as those related to entertainment.
In the first months, the State directly covered part of the salaries, for an amount equivalent to up to two minimum wages, $ 25,000.
Later, this contribution was reduced and replaced by subsidized credits.
There are
three categories
of companies that can qualify for the ATP.
In the first place, those that do not carry out critical activities and register
a negative nominal variation in their billing
between the months of November 2020 and 2019 qualify. They must register on the AFIP website and once the registration period is over they will be able to choose between processing a
loan at a subsidized rate of 27% or request REPRO II
.
Companies not critically affected that register
a positive nominal variation in their turnover from 0% to 35%.
This applies to companies with less than 800 workers.
Employers may request a loan at a subsidized rate of 33%.
The credits will have a grace period of 3 months and the repayment is made in 12 equal and consecutive installments.
Companies that meet the job creation goals established by the Ministry of Productive Development may receive
a total or partial
refund at the end of the loan repayment.
Those firms that register a negative nominal variation in their billing between the months of November 2020 and 2019 will access the
supplementary salary.
When the variation in interannual nominal billing is between 0% and 35%, they will be able to have the benefit of the credit at a subsidized rate, as long as they have less than 800 workers on their payroll.
