The text makes it possible to ratify the July 2020 agreement reforming the European Union's budgetary framework and allowing it to borrow jointly to finance anti-crisis plans.

This so-called “

own resources

” agreement

was finally ratified on December 14, but remains subject to ratification in all member states.

This French ratification, which arrives at the end of the afternoon at first reading in front of the deputies, should not pose a major problem, some opposition groups such as the Socialists having acquired it despite their criticism of the management of the crisis by the government.

40 of the 100 billion euros of the EU-funded recovery plan

The agreement allows the European Commission to borrow 750 billion euros on the markets, an unprecedented decision intended to support massive national recovery plans in the face of the Covid-19 crisis.

The weight of the EU must make it possible to obtain these funds under more favorable conditions than for national loans.

France, where the European plan should help finance 40 of the 100 billion in the recovery plan, is the third beneficiary after Italy and Spain.

For the classic right, Michel Herbillon (LR) expressed his “

” in the face of “

a loan for which no one knows how it will be repaid

”.

The traditional opponents of the current European construction on the far left and the far right do not fail to oppose it more radically.

Communist Jean-Paul Lecoq thus denounces the “

contradictory injunctions

” of an EU which seeks to strengthen its own financial and budgetary capacities, while wanting to “

limit the intervention of the public authorities in the economy

”, “

in the name of neo-liberal dogma

”.
