Recovery plan: 11 billion euros already allocated, announces Matignon

Around 11 billion euros have already been allocated to projects and devices at the end of 2020 as part of the French recovery plan in the face of the Covid-19 crisis, out of the 100 billion budgeted until 2022, Matignon announced on Monday.

Of this envelope, 9 billion were actually paid and 2 other billion will be shortly, the same source said, at the end of the second national monitoring committee of France relaunch.

"Overall it was noted that the objectives, the ambitions of the plan, its rate of deployment were deemed satisfactory"

by the committee which brings together parliamentarians, social partners, communities and experts, explain the services of the Prime Minister.

"The objectives in terms of disbursement have been achieved for the year 2020",

Among the main items are programs focused on

"sustainable mobility"

, including the recapitalization of the SNCF (4 billion), aid to

"authorities organizing mobility"

which oversee the public transport networks (2 billion), or again the greening of the vehicle fleet (470 million).

Extra attention for the industry

Some 800 million euros were used to co-finance 1,000 projects for industrial companies.

The industry should also benefit from additional attention since Minister Agnès Pannier-Runnacher announced Sunday that the government would devote an additional 1 billion, taken from the envelope of 100 billion, to relocations.

Thirty-four relocation projects, which total 128 million euros in public aid, were unveiled on Monday by Bercy.

On the other components, 500 million euros were paid to 3 million families as part of the 100 euros increase in the back-to-school allowance.

The thermal renovation of buildings, whether those of the State (2.7 billion euros) or of individuals who benefit from Ma Prime Renov (200,000 households in 2020), mobilizes a large part of the efforts.

The plan for the employment and integration of young people (1jeune1solution), which provides for significant assistance for hiring, has for its part made it possible to recruit 1.2 million young people under the age of 26 on fixed-term contracts of more than three months or on a permanent contract.

This progress point should give rise to a draft report to Parliament which will be sent

"in a few days"

to the Assembly and the Senate, said Matignon.

At the same time, a committee to assess stimulus measures was set up, chaired by economist Benoît Coeuré, and will resume its work in mid-October.
