The Minister of Territorial Development and Habitat, Jorge Ferraresi, said on Tuesday that
there will be no new extension of the rent freeze
and suspension of evictions but that the tools generated by the new Rent Law will be used, and highlighted the resources that it allocates the State to generate housing solutions.
"The Rent Law was regulated and
evictions have to go through the Ministry of Justice for mediation
, there will no longer be an extension of the DNU," said the minister in dialogue with the official
Telam
agency
.
He pointed out that "there is no extension, the strongest thing in the regulation of the Rent Law is the mediation of evictions and the registration in AFIP of the contracts."
"A whole new time is coming, that is why there is the call for
tenants to register the contract;
there is a totally different reality, with new mechanisms and tools and there will be a control," he said.
The decree that freezes rents and suspends evictions
ends on March 31
, and from that moment the tenants who had difficulties during the pandemic to comply with the contracts will
have to start paying the accumulated difference in installments.
Ferraresi pointed out that when the freeze expires "we will be able to see the universe of which are the vulnerable families and
we will have a policy"
, and stressed the importance of "starting to put the Rent Law into effect."
In addition, he said that with the rent update index created in the new law "we will be able to generate economic conditions to see how rents are adjusted, the BCRA sets the index that will fundamentally protect
that the evolution is in line with the economic possibility for tenants
".
In this context, the minister considered that "the solution is for Argentina to build housing", and he trusted that "the 264 thousand housing solutions - foreseen in the triennial plan 2021-2023 - will gradually modify the rental market."
"The best policy is that whoever rents can have a property for the same rental value, and not from a financial system but from a solidarity recovery system," he added.
In that sense, he referred to what was expressed on Monday by President Alberto Fernández about the Plan Casa Propia, and said that "it is about decent housing for all Argentines; an extraordinary law was issued that allows us to reactivate 55 thousand homes in all the country".
"The Own Home concept generates social ascent and the solidarity recovery fund to generate virtuous circuit that allows us to recover in time to be sustainable," he said.
As for the Casa Propia program, he said: "We signed agreements with more than 90% of the governors, now it depends on the bidding process of the provinces."
On the other hand, he referred to UVA mortgages, whose freezing concluded on January 31, and stated: "We have not had any claims for the moment, banks have to apply 35% to the family income limit; the first month of convergence we have not had a complaint from someone who has not been able to complete it. "
