According to the ANSeS,

if the moratorium

that expires in July 2022

is not extended and extended

,

96% of women

who are now between 55 and 59 years old will not be able to retire when they turn 60.

The data appears in a report from the pension agency accessed by

Clarín

.

The text says: "A very important percentage of people who are approaching retirement age, especially women, allows us to anticipate that,

unless a new moratorium is implemented that extends the regularization period

, the rates of

retirement

will gradually decrease. pension coverage in the immediate future. ”And he adds:“ This situation worsens

as of July 2022

, when the moratorium is terminated and then, 96% of women who reach retirement age will not have the 30 years of contributions and you will not be able to access a retirement ”.

Women can retire at age 60 and men at age 65, if they have a minimum of 30 years of contributions.

According to INDEC, there are 1,103,603 women between 55 and 59 years old and 906,232 men between 60 and 64 years old.

The Report explains that “there are currently two moratoriums in force that allow the

regularization of years of pension contributions.

The one corresponding to Law 24,476, which was permanently open and allows men and women to regularize periods from 01/01/1955 to 09/30/1993.

The other moratorium in force until July 2022, although only for women, is Law 26,970, which allows to regularize years of contributions from the period from 01/01/1955 to 12/31/2003 ”.

Thus, the Report exemplifies: “women who turned 60 in 2020, born in 1960, can regularize up to 25 years of service.

Those who turned 59 will be able to regularize only 24, those who turned 58, only 23, and so on.

This requires that these women, in order to access their retirement, have 5 years or more of contributions to social security, outside the period 1955-2003.

The same happens in the case of men.

Those who turned 65 in 2020, born in 1955, can regularize up to 20 years of service.

Men who turned 64, 19, those who turned 63, 18, etc.

In other words, men have to prove at least 10 years of social security contributions outside the regularization period ”.

This happens, according to a Report of the Economic Policy Secretariat, (National Directorate of Economy, Equality and Gender) because “in

addition to having worse wages in general, women face higher levels of informality

(36% versus 34.2%) and higher unemployment levels (10.8% versus 8.9%) than men ”.

And they are charged with taking care of the children and housework, which takes her away from the job market.

A strong case is

work in private homes

: out of a total 1.7 million, only less than 500,000 are registered.

Informal employment amounts to 70%.

To access the moratoriums, both women and men must demonstrate that they are in

"social vulnerability"

based on a socio-patrimonial evaluation.

Then, ANSeS calculates the debt for the regularized years that are deducted from the assets, in 60 installments, adjustable for mobility.

However, those who do not have contributions due to having been inactive or working in the informal sector or have 10, 20 or 25 years of contributions, men and women at 65 years of age, by law 26,970 approved in June 2016 can access the PUAM (Universal Pension for the Elderly) which is equivalent to 80% of the minimum retirement that in March will be just $ 16,457 per month for everyone equally because they do not take into account the years of contributions they have registered.

And also if they show that they are in "social vulnerability" based on a socio-patrimonial evaluation of the family.

The PUAM does not give the right to a widow's pension for the death of the spouse.

From this it follows that a 60-year-old woman, although she has contributions but cannot currently retire due to moratorium, and is unemployed, must wait 5 years to access the PUAM to collect a credit 20% less than the minimum retirement.
