Mr. Scheele, the grand coalition will probably no longer agree on a Hartz IV reform before the federal election, even though there is a draft law.
What would that mean?
Scheele:
It would not be good to include the topic in the election campaign, because in my opinion it is not suitable for that.
It would be good if things could be done quickly and, if possible, clarified before the election.
SPIEGEL:
Why?
Scheele:
Respect for the Federal Constitutional Court already dictates that.
In November 2019, it ruled that sanctions are only partially constitutional.
That was more than a year ago - one can expect that it will soon become a law.
SPIEGEL: The
loophole in the law is currently being filled with ministerial instructions and ordinances.
Is not that enough?
Scheele:
The constitutional court had dealt with a case in which the standard rate was reduced by 60 and 100 percent.
But there are far more things that need to be reformed.
For example, that young people are not treated differently in the sanctions.
And all of this should urgently be regulated by law - and not just through official instructions.
The draft law also contains a few things that we urgently need, such as better qualification opportunities.
