The Chamber of Deputies will begin to debate this Tuesday the Income Tax reform project that establishes that workers who receive up to 150 thousand pesos of gross salary will be exempt from the tax, in a benefit that will be retroactive to the month of January.

The ruling party aspires to have the law approved before the end of March, so that with the April salary, the money withheld as earnings can be returned and that will have an impact on the salaries of employees and retirees.

The project of the head of the Chamber of Deputies Sergio Massa to "raise" the gross salary floor of $ 150,000 from which the income tax will be paid has an important tax change:

it will be applied retroactively to January 1.

And not forward from its approval by Parliament as the original version marked.

This is possible because it is an annual calculation tax.

In addition, the floor of $ 150,000 will be considered without

the bonus, which is exempt from tax

for those who earn less than that amount.

The analysis of the initiative that seeks tax relief for more than a million workers will open at 3:00 p.m. in a plenary session of the Budget and Finance and Labor Legislation committees, with the presentations given by the Minister of Labor, Claudio Moroni , and the head of the AFIP, Mercedes Marco del Pont.

The secretary of Tax Policy, Roberto Arias, will also present in the plenary session - led by the ruling legislators Carlos Heller (Budget) and Vanesa Siley (Labor).

"With this measure, the State generates a positive impact on the pockets of workers and retirees of

$ 10,000 million during April that will be turned directly to consumption

, The coordinated work of the Executive and Congress allows this unprecedented fiscal effort to be made" , explained to Clarín the head of the Chamber of Deputies, Sergio Massa.

If the project is approved in March

, in April 1,267,000 workers, retirees and pensioners will receive an average of $ 7,893 in April

for returns of earnings for January, February and March.

In the case of retirees and pensioners, the non-taxable minimum is raised from 6 to 8 minimum assets (today $ 164,571.44), a value that is adjusted every 3 months for mobility.

Instead, the $ 150,000 is updated annually according to the evolution of the RIPTE (formal wages) index that is currently used for deductions.

In turn, another 102,741 people with gross salaries between 150,000 and $ 173,000 will pay less to avoid sudden "jumps" in the scale of the tax.

Those who will continue to pay Earnings as up to now are

733,000 who earn above $ 173,000 gross per month

, "returning to the historical percentage that only 10% of those with higher income pay Earnings," according to the project.

The intention of the ruling party is to hold a round of consultations throughout the current week and issue an opinion if possible.

If that is not achieved, the idea is to sign the dispatch between March 15 and 16, prior to treatment in the session hall on Wednesday 17 or Thursday 18.

The Profits project promoted by the ruling party seeks to modify Article 30 to

increase the special deduction from which the tax is calculated

, so that workers who collect up to 150 thousand gross pesos do not pay this tax.

The retroactive application of the law and that the bonus is exempt from the tax on salaries of up to 150 thousand gross pesos, will mean that the State will promote a positive impact on the pockets of workers and retirees of around 10 billion pesos, as estimated by the Sergio Massa's technical team.

The income exemption for the half bonus was one of the changes that the

unionists proposed to Massa

in a meeting they held last week.

The unionists - led by the leadership of the CGT - asked that overtime, daycare expenses and productive bonuses also be excluded.

In addition, this Tuesday another delegation of trade unionists from the Frente Sindical and Deputy Facundo Moyano -author of a project related to the issue- will meet with Massa to send him some specific requests.

The Juntos por el Cambio interblock will also request other changes so that some special treatment is granted to the self-employed.

From the opposition, the vice president of the budget committee, Luciano Laspina (PRO), said that Together for Change will emphasize his request for a "equalization between dependent workers and the self-employed."

As the project contemplates a specific modification, the highest salaries in the pyramid will pay the same values as at present, since the special deduction or others contemplated in the norm are not reformed, with which the same will be discounted. aliquots that are applied from January 1 based on the existing parameters, from the 35% increase in the Minimum Non-taxable.
