Optical care: professionals accused of not offering enough 100% health

2021-04-13T18:11:33.230Z

EXCLUSIVE. According to a survey by the DGCCRF, 60% of professionals "show little or no at all" to customers the device of the remainder to be paid.

Are Opticians Minimizing 100% Health To Maximize Their Profits?

In view of the first results of the investigation by the General Directorate for Competition, Consumption and Fraud Control (DGCCRF), the question arises.

Presented this Tuesday, April 13 in the morning, during a steering committee of 100% Health at the Ministry of Health, it shows that 60% of optical professionals "present little or not at all" frames and lenses of the 100% Health basket.

" It's not surprising.

It just confirms that opticians are not playing the game!

“Annoys Marianick Lambert, president of France Assos Santé.

Generalized on January 1, 2021, this device allows individuals to remain at zero charge, if they choose a frame or lenses included in the 100% Health basket.

“These results can only challenge.

If we want the reform to work, it is by working together, with a clear offer presented to all French people, ”said Minister Olivier Véran during the meeting, in the form of a call to order.

Some professionals do not present the device to customers, others denigrate it, do not put the frames in the window, do not carry out a "double quote" with a normal offer and that of 100% Health.

Each time, it is a “significant” departure from the memorandum of understanding signed in 2018. The DGCCRF investigated 322 stores located throughout France.

Ultimately, 700 stores will be combed through.

“The investigation will continue.

If what we observe is confirmed, we will be able to consider actions, ”Olivier Véran warned.

Opticians dispute

The gathering of opticians from France, trade union of professionals, "very comfortable" on the subject, denounces a "non-objectified" investigation.

“First of all, 300 out of 12,000 stores is not the entire profession.

In these 60%, there are minor and major errors.

However, we do not have the details.

This presentation does not reflect the reality of the facts, defends André Balbi, its president.

We are co-building 100% Health with the ministry.

We are not the students and Olivier Véran the teacher.

"A charge that has the gift of bristling the hair of an actor in the sector:" It is not for the minister that opticians must play the game, but for the health of the French!

He storms.

Optical care: why 100% reimbursed glasses are so unsuccessful

Beyond the DGCCRF survey, the steering committee pointed to the meager "penetration rate" of 100% Health from a perspective.

Only 16% of French people have benefited from a frame or glasses from the basket in 2020. "It is below our expectations, we had all set 20%," said the ministry.

A figure in sharp decline compared to dental (52%) and audiology (30%), the other two sectors affected by the reform.

“Freedom of choice” for customers

But, again, opticians plead not guilty.

And are even delighted with the first results of a year that they consider “successful”.

“Our forecast was 17%, we are in line with the ministry.

Two million people have benefited from it, the rest at moderate expense (

Editor's note: less than 40 euros

) increased from 24 to 48% between 2019 and 2020, praises André Balbi.

For precarious households, this is a great step forward!

"

More than half of the customers, who chose frames and lenses from the 100% Health basket, were beneficiaries of the Complémentaire santé solidaire (CSS), health insurance for low-income individuals.

90% of the latter have also chosen a zero-charge remainder.

“Above all, this shows that opticians consider this to be an offer for the poor.

This is wrong, for middle-class families, 100% Health can represent a real advantage!

André Balbi highlights the “freedom of choice” of individuals and the “necessary transparency” of health professionals.

“It is our duty to present the advantages and disadvantages of the classic offer, and that of 100% Health.

They are different, that's a fact, he says.

Then the customer makes his choice!
