Accelerate the decarbonisation of buildings

A quarter of greenhouse gas emissions are generated by the building sector. The tertiary real estate park in France represents more than 1 billion square meters, of which 300 million are public buildings. This shows how much it represents a real lever for energy savings. So much the better, exploiting this opportunity is precisely the objective of the Tertiary decree of July 23, 2019.

For owners and tenants of office buildings with a floor area greater than 1,000 m², this opportunity is also ... an obligation. With a precise schedule: at least 40% reduction in 2030 then 50% in 2040 and 60% in 2050 compared to the final energy consumption levels of a reference year between 2010 and 2019.

Those subject to this regulation must have transmitted their energy consumption data to the OPERAT platform managed by Ademe before September 30, 2021. At the same time, the BACS decree now requires the installation of a Building Technical Management (BMS) system in order to monitor its consumption and be able to regulate it according to the needs of the activity.

The France Relance plan has identified these buildings as one of the sectors targeted by energy renovation work.

A budget of 4 billion euros is distributed between the local authorities and the State.

It makes it possible to finance public building renovation projects.

The tertiary decree therefore opens the way to the decarbonisation of buildings, to digital energy management and by extension to self-consumption.

Good news, mature solutions exist.
