Ségur de la santé: towards an increase in the salaries of private health professionals

2021-05-31T00:11:19.513Z

EXCLUSIVE. From January 1, 2022, caregivers of structures for disabled people and nursing home services

This was a pressing demand from disability health professionals and home nurses. According to our information, from January 1, 2022, and like caregivers in public hospitals and nursing homes, caregivers in structures for disabled people, as well as home nursing services (SSIAD) in the private non-profit sector, which deplored until then to be part of the "forgotten of the Ségur de la santé" will benefit from a salary increase of 183 euros net per month. A significant boost for staff receiving salaries ranging between the minimum wage (1,231 euros net) and 2,000 euros.

This measure is part of a memorandum of understanding signed on Friday for the extension of Ségur to autonomous public establishments financed by Health Insurance and to the private non-profit sector.

And for good reason: on April 12, 2021, on the occasion of the meeting of the Ségur de la santé monitoring committee, the government presented the second stage of its plan providing for the upgrading of careers for paramedical caregivers, but many professionals working in private non-profit structures were de facto excluded from the list of beneficiaries, and at bay.

The professions concerned

"This new measure is aimed at 74,000 new private caregivers, in addition to the 18,500 people already concerned in public hospitals", announces to Le Parisien - Today in France Sophie Cluzel, Secretary of State for disabled people .

The new target of this salary increase?

Caregivers in the strict sense of the Public Health Code: nursing assistants, nurses, psychiatric nursing executives, physiotherapists, speech therapists, orthoptists, occupational therapists, hearing aid specialists, psychomotor therapists, childcare auxiliaries, dieticians, in addition to medical aids. psychological, educational and social support and carers.

"Our colleagues have 183 euros more, we nothing": the anger of home nursing assistants

"The upgrading of staff exercising their functions in health establishments and nursing homes, provided for by the Ségur de la Santé, had created a form of incomprehension for the staff responsible for supporting people with disabilities, admits the Minister. . While they exercise the same trades, nothing justifies differential treatment between public and private non-profit employees. Today, therefore, it is a question of both taking a measure of equity for employees and maintaining the attractiveness of the disability sector. "

For professionals in the sector, this is "very good news", underlines Antoine Perrin, the general manager of the Federation of non-profit private hospitals and personal assistance establishments (Fehap).

With a caveat, however.

He hopes that the revaluation "can be anticipated this summer because of the very worrying desertion of home nurses, who prefer to join the public or establishments which already benefit from this revaluation of 183 euros".

“325,000” people forgotten

In addition, the federation estimates that there are still “325,000” people on the roadside. As in public hospitals, where they have not yet been upgraded, these are specialized educators, workshop monitors, technicians and psychologists, as well as all support functions such as human resources, assistants and the cookers.

When questioned, the government assures us that these professions are part of the “future projects”, and must be the subject of “a financial contribution by the summer”, but which is not yet detailed. Regarding the home help branch now funded by the departmental councils, the Sad, which concerns some 209,000 people: "The branch negotiations have resulted in an amendment to the collective agreement which corresponds to an increase of 13%. at 15% of gross salary, indicates the firm of Sophie Cluzel. This revaluation will take effect from October 1, 2021. "
