Within the framework of the application of Law No. 15 of the current year regarding the real estate sales tax, the number of real estate sales registered in the financial directorates in the governorates has reached more than 1,720 sales with popular values ​​estimated at about 210 billion Syrian pounds, since the 19th of last May until today.

The Director General of the General Authority for Taxes and Fees, Munther Wannous, confirmed in a statement to SANA’s representative that no objection request has been registered to estimate the trending values ​​of sales operations executed to date, indicating that any taxpayer has the right to object to the trending value in accordance with the provisions of the Real Estate Sales Tax Law.

With regard to the tax on rented real estate and determining its popular values, Wannous explained that the taxpayer can submit an application to the relevant Finance Directorate that includes the property number, real estate area, real estate unit area and description to obtain a model financial entry for the leased real estate unit according to the form prepared for that.

According to Wannous, the property is described and its area is determined at the office immediately in the event that the property is not financially assessed, based on the taxpayer’s permit or the documents available at the financial department or the administrative unit. The financial description is included in the list of statements of the real estate and property assessment committee.

Wannous indicated that the leased real estate unit is inspected based on periodic tables grouped according to the distribution of real estate areas, and an independent computer is emptied to determine the trending value of the leased real estate unit immediately, and the financial record is sent with the popular value of this unit and its symbol to the administrative units or the citizen service center in it to complete its registration procedures It shall be attached within the documents required to authenticate the lease contract.

Wannous indicated that if the residential rental is furnished, 25 percent is added to the popular value of the rented real estate unit, and then the citizen service center or the concerned party registering the lease contracts imposes and collects the tax with its complements and additions through the tax authority’s electronic rental program. Its tax number, the value of the monthly rent, the popular value of the unit, and the rental period.

Wannous cautioned that the accounts of the popular value of the leased property are subsequently audited after documenting the contract, as the taxpayer claims the difference in assets by the tax administration for properties that are not financially assessed, and then the contracts are sent electronically to the Financial Department for sample audit and financial disclosure in case of necessity.

It is noteworthy that the Real Estate Sales Law provides for the formation of a central committee by the Minister of Finance to supervise and approve the estimation of the popular values ​​of real estate by the main committees in each governorate, where these committees supervise the work of the sub-committees and approve the results of their work, knowing that it is up to the latter to “propose slides.” The price and average value per square meter of real estate units for each segment according to the criteria specified for that, and uploaded to the electronic maps designed for this purpose within the scope of its work.”
