The Chamber of Deputies approved this morning by a large majority and turned to the Senate the bill that creates
a Fiscal Strengthening and Relief Program for Small Taxpayers
, which will prevent monotributistas from having to face
the retroactive tax and establishes payment plans of up to 60 installments
to regularize debts.
In addition, the modifications in Earnings and Personal Assets were approved.
With 233 votes in favor and 2 general abstentions
, the lower house approved the modification of the Monotributo rule with the bill called "Fiscal Strengthening for Small Taxpayers" with the support of the Frente de Todos and Juntos por el Cambio.
Now it goes to the Senate.
The reform of the Monotributo law promoted by the president of the Chamber of Deputies, Sergio Massa, eliminates
the retroactive one, which means that monotributistas will
not have to face any accumulated debt due to the resulting difference between what they paid between January and June and the new values established by law 27,618.
The aim of this project is to give greater fiscal relief and predictability to the economic activity of monotributistas that add up to
a total of 4 million taxpayers
;
of which 1,592,466 (39%) are in the Metropolitan Area of Buenos Aires (AMBA), and 2,487,685 (61%) in the rest of the country.
The initiative also
expands the scales as of July this year
, that is, it raises the Gross Income ceilings for each of the categories.
With the changes introduced in the new project, the
cap of Gross Income of category "A" (the lowest of all)
that it had went from $ 208,739 to $ 282,424, now it will remain at $ 370,000.
Taxpayers had to pay the monotax with new values
, but the AFIP extended the maturity of the monotax from June 25 to August 5 next.
In addition, benefits are incorporated for taxpayers who
billed above the top of the maximum category,
in this way, they will be able to remain in the simplified regime and will not have to pass to the general self-employed.
The initiative has
a debt regularization plan of
up to 60 installments with a monthly interest that may not exceed a monthly rate of 1.5%.
And it has a moratorium that benefits the fallen of the system in the last three years.
The debate
At the beginning of the debate, the president of the Budget Committee of the Lower House, Carlos Heller, argued that this bill "complements law 27,618,
generates greater fiscal relief for monotributistas and predictability of the economic activity of 4,080,151 ".
Heller marked four points of the initiative by noting that "the project seeks to
maintain the monotax installments at their December value of 202

finance debts with plans of up to 60 months
at an interest of 1.5% per month;
modify the categories expanding the lowest, facilitating recategorization at a lower cost
; and
eliminating all interest, charges or penalties
for debts accumulated as of June 30, 2021 ".
"What we
seek is to assist the 4 million monotributistas
facilitating as much as possible the conditions so that, with a minimum contribution, they continue to have pension coverage and risk of work, social work and resolved their tax situation," he added.
