Someone moved my office: the new threat to civil servants

Good intention: to concentrate the various government ministries in one place in order to streamline the service to the public.

But civil servants do not like when they move their offices, even if it means continuing the suffering for the population in need of services.

At the beginning of the week, Accountant General Yahli Rotenberg received a surprising letter from the Histadrut of Civil Servants entitled "Government Camps - Construction without Consultation." In a letter received by Walla! And writers also had a series of senior Treasury and Civil Service Commissioner regrets chairman of the civil service union Ariel Jacoby that the state not holding consultations with the workers to construction and occupancy building new offices for civil servants.

Like government compounds in Tel Aviv, Haifa and Jerusalem, is currently being built Modern government ministries are also in other areas - in the Galilee, Tiberias and Netanya, with the goal of improving public service - so that all government ministries are concentrated in one place, as well as upgrading the working conditions of civil servants so that they work in modern and modern ministries.

This is in contrast to the current situation where many government ministries (such as the Ministry of Licensing, Income Tax, Ministry of the Interior, etc.) are located in various buildings built decades ago.

The cost of establishing each such campus is estimated at hundreds of millions of shekels, for example the government campus of Tiberias cost the state close to 700 million shekels.

"Unfortunately, the construction does not consult with us, the workers 'representatives, and from experience, this harms both the state and the population process. This process harms the workers, who feel that the managements (usually not in their favor) do not consider the workers' opinion

," Yaakovi writes.

"This conduct creates conflicts, quarrels and subsequent labor disputes and organizational measures, and in our opinion the above can be prevented by dialogue and prior coordination.

The construction of the building in the city of Tiberias and its population surpassed all.

In Tiberias, the building is partially inhabited, the employees feel and the report I received has a basis for this, that they are directed to move between the mall stores as a policy for marketing in the mall ... "

Is the parking lot crowded?

Give us extra adaptation!

The government building in Tiberias, located above the Big Mall, is already partially populated, and in the near future additional government ministries belonging to the tax authority are also expected to move there. The list of building problems listed in the letter also includes: the kitchenettes are small and difficult to use, the lack of a cafeteria that can be used by the employees, the reception rooms are too small and more.

In addition, the letter stated that "despite the fact that next to the parking lot of state employees are elevators that lead directly to government offices - the state forces employees to go through the mall, go up two floors and only then go up to offices.

If the last section sounds familiar to you, it is because it mentions the "parking crisis" that accompanied the move of civil servants to the government complex in Tel Aviv about four years ago. So, due to the severe traffic jams created while leaving the parking lot used by the workers, the state ordered to give the workers an “adjustment time” of half an hour daily for half a year.

The benefit was given to workers who came to work with the vehicle in order to prevent labor disputes and strikes by government ministries, and it cost the taxpayer millions of shekels. When the benefit ended, a strike was declared due to another problem - "air pollution in the underground car park".

But what may sound justified in the case of the government complex in Tel Aviv - a half-hour traffic jam while leaving the parking lot due to its proximity to the commercial center - sounds less logical in Tiberias. Nevertheless, as stated in the letter, it was stated that due to the passage through the mall, the time of arrival at the office will be delayed by half an hour.

A source in the civil service explained to Walla! Because the only reason for the letter is an attempt by the Histadrut to present achievements to the workers and get credit for improving working conditions. The source further explained that the new offices constitute a significant upgrade for the employees who are begging to leave the old offices. "These are net ego games. Build them offices like in high-tech. There are no such offices in the civil service," he says.

We also asked the Histadrut for a response: we did not receive an orderly response, but a source in the Histadrut responded: "Well, if this is a demonstration of power, why are we offering cooperation and assistance?"

Said the same source to "Walla! Money" - and maybe that's the whole problem: in the private sector the location of the offices is a decision of the management - and the employee can decide if it suits him to move to the new offices or he prefers to look for another job.

When it comes to state employees, any managerial decision should be made by the employees in advance.

This is not Europe

In a recent report published by the OECD regarding public sector wages, economists refer enterprise surplus power of labor unions, and the fact that "any change must be agreed upon by the workers, including changing the location, scope of work or tools."

According to the report, The cost of losing work days in Israel due to strikes in the public sector is among the highest in the organization. "Trade unions in Israel may demand negotiations or strike due to the consequences of any change in the workplace. The

unions use their power to include in the wage agreements a detailed set of issues. Thus, the unions are involved in almost every small change, even if it affects working conditions. Small, and all issues are covered by the same institutional organization, "the report said.

OECD economists recommended" changing the scope of 'working conditions' on which to negotiate, along with finding ways to encourage constructive participation of organizations and employees in management and mutual trust reforms. ".
