The recognition of up to 3 years of contributions per child to women was made official so that they can retire

Decree of Necessity and Urgency (DNU) 475/2021 was published this Monday in the Official Gazette, through which the ANSeS will recognize "women and / or pregnant persons"

up to 3 years of services for each child

so that they can complete 30 years of contributions and retire.

The initiative, advanced by Clarín, is signed by President Alberto Fernández and the entire Cabinet, and

will immediately benefit 155,000 women

who are

between 60 and 64 years old

.

As the months go by, it will cover more,

as they reach retirement age (60 years)

.

It is known that due to the greater informality and unemployment, to which the months of pregnancy, breastfeeding and childcare are added,

a high proportion of women

do not reach 30 years of minimum contributions

to retire.

Based on the ANSeS records - from which it appears that

"44% of women of retirement age cannot retire" -

the head of the organization, Fernanda Raverta, took the project to the Executive.

This Monday its implementation was made official.

The novelty is part of the "Comprehensive Program for the Recognition of Periods of Service by Care Tasks" which, with different modalities,

is applied in many countries

, including in the region.

The recognition combines

different complementary modalities

that will allow access to a pension benefit.

* "Women and / or pregnant persons may compute

ONE (1) year of service for each son and / or daughter

born alive."

* "In case of adoption of minors, the adopting woman will count

TWO (2) years of services for each son and / or daughter adopted and / or adopted

".

* "

ONE (1) additional year of service will be

recognized

for each son and / or daughter with a disability

, who was born alive or has been adopted and / or adopted who is a minor."

* "Those people who have accessed the Universal Child Allowance for Social Protection for a period of at least TWELVE (12) continuous or discontinuous months may also compute another

TWO (2) additional years of service for each child and / or daughter

who was born alive or has been adopted and / or adopted who is a minor ”.

Among the considerations, it stands out that "NINETY-FIVE PERCENT (95%) of the persons entitled to the Universal Child Allowance for Social Protection are women, who are not only affected by the

accumulation of disadvantages

by virtue of their status as gender, but also accumulate disadvantages associated with their socioeconomic situation ".

* Women and pregnant people who make use of the period of maternity leave and leave of absence will be recognized as a

period of service

, "provided that it is verified that the woman and / or pregnant person has returned to the same activity that they carried out at the beginning of the license or the period of leave of absence ".

The recognition of up to 3 years of contributions to women with children so that they can retire

may be complemented

with the years that these women can regularize through the

moratorium.

Due to the moratorium on Law 26,970, in

force until July 2022,

women can regularize years of contributions for the period from January 1, 1955 to December 31, 2003.

They must demonstrate that they are in

"social vulnerability"

based on a socio-patrimonial evaluation.

Then, ANSeS calculates the debt by

the regularized years that are deducted from the assets

,

in 60 installments, adjustable by mobility.

In the text of the DNU, it is highlighted "that the situation of the person who takes care of the child and / or the girl

makes access to the labor market more complex

and, consequently, to be able to complete the requirements for access to the social security benefits ".

"One of the main factors that explain this situation is that, throughout life, the formal labor market creates

more difficulties for women than for men to insert themselves

," explained a document from the pension agency.

According to a document by Unicef ​​and the Directorate of Economy and Gender of the Ministry of Economy, “women in charge of households with children and adolescents

are the most affected by the crisis

: they face a worse insertion in the labor market (higher levels of informality, greater instability, lower wages) while experiencing time poverty deepened by the pandemic.

As a consequence of this, their economic participation rate falls and their unemployment increases, which increases the levels of poverty and indigence in their homes ”.

The Report also points out that mothers "who are in charge of households with children and adolescents are the ones who face the

greatest obstacles to rejoining working life

and keeping their jobs or looking for a new job."
