A thousand young job seekers, trainees in vocational training or apprentices will be able to benefit from a driving license aid of 1,200 to 1,350 euros, within the framework of an "
experiment
" adopted Tuesday by the Regional Council of Hauts-de -France.

This new aid, which should replace the driver's license assistance system in the form of a loan that has existed since 2018, aims to "
further promote the mobility of young people and maximize the chances of finding a job
", according to the text of the deliberation, consulted by AFP.
Only the first 1,000 files will be retained
The Region thus commits a budget of 1.2 million euros, to be distributed by 2022. This aid is "
capped at 90% of the cost presented
" in the estimate of the driving school, within the limit of 1,200 euros , or even 1,350 euros for apprentices. Only the “
first 1,000 eligible and complete files
” will be retained. At the end of the experimentation period, “
an analysis will be carried out, which could lead the Region to develop
” the system.
The contender already declared in the presidential election ex-LR Xavier Bertrand, reelected president of the regional council at the end of June, had promised this help during the regional campaign, seeing in the driving license "
a tax which does not speak its name
".
In Hauts-de-France, 28.8% of households under 30 live below the poverty line and many young people “live
in rural areas, work shift schedules
” and cannot use public transport, underlines the deliberation.
A device subject to conditions
To be eligible for the scheme, you must be between 18 and 30 years old or a “single
parent
” with no age limit;
be registered with Pôle emploi, trainee in vocational training, under an apprenticeship contract "
or in a contractual path of support towards employment and autonomy (PACEA) with a local mission, whose project requires obtaining the permit
”.

It is also necessary to prove a reference tax income of less than 28,200 euros (two minimum wage) for a fiscally independent person or 42,250 euros (three minimum wage) for young civil partnerships, married, or attached to the parents' tax household. At the end of 2020, the Ile-de-France region had already announced the establishment of assistance of 1,300 euros to help some 60,000 young people in integration to obtain the permit.
