The national deputy Facundo Moyano presented, about a month ago,
a bill that aims to create the state company Autopistas Metropolitanas SA (AUMET)
, to nationalize tolls and the maintenance of the austopistas Panamericana and Acceso Oeste.
It is clear from the project that
7% of AUMET SA will belong to the union of the tollers.
Another 10% will remain in the hands of a private operator
(chosen by tender)
, while 83% will be
owned
by
the State.
Of the stock package in state hands, 35% would remain for the Ministry of Transportation, another 35% for Public Works, and 13% for Roads.
In addition, to handle tolls and take care of the maintenance of the highways, AUMET will have the power to carry out
link road works in the Buenos Aires municipalities
that are crossed by the Panamericana and the West access.
"The creation of Augment must be understood as an overcoming measure
, which will allow the optimization of available resources in order to improve the existing road infrastructure in the AMBA", indicated the national deputy of the Frente de Todos, in the text of his draft law.
Moyano explained that the function of the state company would imply the
“construction, improvement, repair, conservation, promotion, expansion, remodeling, maintenance, operation, financing, administration, exploitation, provision of services to the user
, in the traces, routes and highways that make up the North and West Accesses to the Autonomous City of Buenos Aires under national jurisdiction, safeguarding the environment and road safety ”.
“The source of income for AUMET SA will come
from the collection by application of the tariff regime
that the Executive Power establishes annually and whose annual increase may not be less than the annual variation of the internal wholesale price index (IPIM) at the general level.
The minimum values thus determined will be automatically applied ", explains the project.
In the recitals,
a five-member board of directors with a three-year mandate
is proposed
, who may be re-elected indefinitely.
And the presidency will always be in charge of one of the three official representatives sent by National Highway and the Ministries of Public Works and Transportation.
