In September, the quarterly increase in retirements and pensions and other social benefits will be
between 12% and 13%
, according to the mobility formula.
This increase includes
18 million people
because it also includes Family Allowances, AUH, non-contributory pensions and PUAM, the universal pension for the elderly.
And it must be applied
from September 1 to November 30.
This increase does not include retirees and pensioners of
special regimes, such
as teachers, university professors, Luz y Fuerza, and the Judiciary, who have their own indexes.
Although some data on the formula is yet to be known,
the Government assures that the increase in September will be higher than the 12.12% in June
, taking into account that the collection significantly improved, one of the variables of the formula of mobility.
According to the calculations of the specialist Guillermo Jáuregui, based on the components of the mobility formula, the increase should be 13%.
It is
higher than the 11% inflation
of the second quarter.
A minimum
of $ 23,065 would rise to about $ 26,000
.
The PUAM from $ 18,452 to more than $ 20,800.
Non-contributory pensions from $ 16,145 to $ 18,200. And the maximum amount of $ 155,204 to more than $ 175,000.
For its part,
the AUH would go from $ 4,504 to about $ 5,000.
The increase arises from the mobility formula that combines
half of the quarterly variation of wages
-in this case, second quarter-, according to the RIPTE (Taxable Remuneration of Stable Workers prepared by Social Security) and the INDEC Salary Index, of both the greater.
The other half of the formula is made up of the variation in the second quarter of this year in the
tax collection per beneficiary that goes to Social Security.
Although the INDEC salary index for June has not yet been published (it will be released next Tuesday 10), it is discounted that it will be lower than the quarterly rise of the RIPTE (+ 11.48%), so this index will prevail in the calculation of the trimester.
Due to the pandemic and quarantine, in the April-June 2020 quarter there was
low activity that affected collection.
Among other reasons, this explains the increase in tax income that also benefited the ANSeS income in these months.
In March, the formula debuted with a quarterly increase of 8.07% based on the indices of the fourth quarter of 2020, when inflation in those months was 11.34%.
And in June, with 12.12%, compared to an inflation in the first quarter of 2021 of 13%.
With this increase, the accumulated rise in pensions according to the mobility index would total between 36% and 37% as of September and
would remain at the same level until November,
when the next update is made.
As for September, it is estimated that the accumulated inflation in the year would be around the same percentages (estimating a price increase of 3% per month) but
for November it could be around 45%.
Consequently,
it is not ruled out
that for October and / or November,
the Government will once again grant one or 2 bonuses to a sector of retirees
(those who receive up to 2 minimum salaries) to compensate for the eventual loss of those 2 months (October / November ) versus inflation.
The fact is that the mobility formula
does not have a guarantee
or a "floor" that indicates that the pension increase cannot be less than the rise in prices.
The pension deterioration accelerated as of September 2017. In 2018 and 2019 all retirements and pensions suffered
a loss versus inflation of 19.5%.
In 2020, due to increases differentiated by decree, the interannual increase in assets was between 24.3% (maximum assets) and 35.3% (maximum assets) versus an inflation of 36.1%, which represents a decrease or
loss of assets of up to 8.7%.
The pyramid of pension assets flattened, and with greater intensity because the extraordinary bonuses that were granted - which are not integrated into assets -
did not cover the entire system
but rather the beneficiaries with assets first of up to 1.5 times and after up to 2 times the minimum credit.
