The Interior Ministry announced on Friday that it had terminated the contract that linked it with the company Adrexo, responsible since 2020 for the distribution of part of the electoral folds.
In a press release, the ministry referred to the "
unacceptable dysfunctions observed in the delivery of electoral propaganda during the departmental and regional elections
" in June to explain this decision.

On July 22, the senators of the law committee denounced an "
unprecedented fiasco
" by underlining the "
questionable choices
" of the Ministry of the Interior and the use of temporary Adrexo. According to La Poste and Adrexo, 26.6% of voters would not have received any propaganda for the departmental elections and 40.3% for the regional ones before the second round of these ballots. Data deemed "
undervalued
" by the Law Commission.
Following a framework agreement concluded by the State in December 2020, the distribution of electoral envelopes had been entrusted to Adrexo for four years in seven regions and 51 departments.
Shared with La Poste (until then in a monopoly situation), the allocation of part of the electoral distribution to a private service provider followed the transposition of a European directive on opening up the postal service to competition.

The Ministry of the Interior also indicated that "
the envelopes would henceforth be carried out by the services of the prefectures
", in accordance with a proposal by Gérald Darmanin, in order to avoid new dysfunctions before the presidential election of 2022.
