At the end of a booming period for sales of cigarettes in civets, tobacconists hope to obtain new government assistance to prepare for the “smoke-free” world which is emerging in the long term.
By putting a stop to cigarette purchases in border countries where tobacco is much cheaper than in France (Belgium, Spain, Andorra, etc.), in airport duty-free shops, and by doing for a while drop in contraband, the Covid-19 pandemic has revived the legal market.
And this to the delight of tobacconists, who hold a monopoly on the sale of cigarettes in France, tobacco manufacturers and especially the State.
The latter garnered last year 1.2 billion tax revenues (excise duties and VAT) additional to its forecasts.
After several years of decline in volumes, the market was stable last year (-0.5%);
it jumped 12.6% in value to 21.8 billion euros, benefiting from successive price increases.
