"565 euros in property tax more, it's a shock": the owners between grumbling and resignation

In recent weeks and the receipt of tax notices, the increase in property tax has fueled conversations in the streets of Liffré and the eight other towns of the community of municipalities located in Ille-et-Vilaine, near Rennes.

Some are also experiencing the increase in their contribution to the euro.

"For me, in Ercé-près-Liffré, it's 87 euros more and for my father, in Liffré, it's 100 euros," says Christian, 63, a former heavyweight mechanic.

The community of commune Liffré-Cormier Communauté voted in the spring to increase its property tax rate from 2.25% to 10.5%. For a 100 m2 house, that's 140 euros extra in Liffré. "It should be the only increase in the mandate," says Stéphane Piquet, its president. And with the abolition of the housing tax, the tax pressure is decreasing anyway. "

Certainly, but for some inhabitants of the surroundings, it is double the penalty. Because intermunicipal municipalities have at the same time increased their municipal rate, one of the other variables of the property tax. The prize goes to the owners of Chasné-sur-Illet, where the amount of local tax has risen in total by more than… 64%! The municipal rate had not changed since 2001, but the expenditure linked to the health crisis and the fall in certain tax revenues forced elected officials to act, as the mayor explained in a letter to residents.

“565 euros more, it's still a shock,” admits Christophe, a 53-year-old carpenter and owner of a 150 m2 house.

Even if he sketches a (nervous) smile while evoking it while he waits at the entrance of the bakery, he explains that "it is too much of a sudden, increasing it a little each year would have been less painful ”.

In Liffré, even if the increase is more moderate, Béatrice and her husband were also surprised: “We complain at the beginning but it's worth them”.

“It's expensive, but there is everything and it's well managed,” adds Roger, a 74-year-old retiree, who is returning to his two-room apartment in the city center for which he pays 99 euros more this year.

And to add, philosopher: “When we abolish something like the housing tax, it is necessary to recover the money somewhere.

"

This is one of the reasons put forward. At the inter-municipal level, the abolition of the housing tax is offset by the allocation of a share of VAT which should increase, year in and year out, from 1 to 2%. "With a population growth of 3 to 4% per year, we have a total decorrelation between the growth of tax revenues and that of the population", points out Stéphane Piquet who adds that two large companies (which brought in 350,000 euros per year) also closed their doors.

A shortfall which - pending the establishment of a Bridor factory with 500 jobs in the long term - could have called into question the multi-year investment plan and the territory project developed in consultation with the inhabitants: the renovation of the multi-activity complex, the creation of a network of cycle paths ... In addition to the many services already offered such as nurseries, day nursery, leisure centers, a home assistance and support service or, soon, France Services will be relocated.

“An increase in property tax is always unpleasant but it is justified, argues Stéphane Piquet.

In the end, all the inhabitants of the territory will find their account there.
