"

We must

learn

all the lessons

" from the Covid crisis, said Mr. Castex in a speech at the Dijon University Hospital, where he was accompanied by the Minister of Health, Olivier Véran, and Brigitte Bourguignon, Minister Delegate to the Minister of Solidarity and Health, in charge of Autonomy.

There was underinvestment in public health in France: the crisis has shown it.

So we must at all costs re-prime the pump,

"he added, qualifying the 19 billion euros decided last July during the Segur" as "an

unprecedented effort

".

"

Among its 19 billion euros, 9 are investments, 6.5 for the deleveraging of some 1,300 hospitals, 1.5 will go to nursing homes and 2 to the digital transition

", he detailed in Dijon after a visit in morning at the Auxonne Hospital Center (Côte d'Or).

"

15,000 more jobs will be created in health,

" he said.

The Segur had also resulted in salary increases for caregivers, to the tune of 8.5 billion euros.

Territories

Regarding the investment component, the government wishes to show that this plan is "

not decided in Paris

" but "

anchored in the territories, with the strongest possible consultation

" between the regional health agencies (ARS) and elected officials in the choice of investment projects, explained Matignon.

Thus, after Bourgogne-Franche-Comté, the government will continue its tour of the regions at the rate of one per week: Center-Val de Loire, Occitanie, Normandy, Auvergne-Rhône-Alpes, Pays de Loire, Hauts-de-France , Brittany then, in December, New Aquitaine, Grand Est, Ile-de-France and finally Provence-Alpes-Côte d'Azur.

The Bourgogne-Franche-Comté region will receive more than 800 million euros within the framework of Ségur, the director of the ARS, Pierre Pribile, told AFP.

"

The Ségur represents an important opportunity to secure a dynamic trajectory because our debt is extremely important

", underlined Nadeige Baille, the director of the CHU of Dijon, which will benefit from 75 million euros within the framework of the Ségur.

The debt of this CHU represented 287 million euros at the end of 2020, monopolizing 25% of the hospital's margin of around 1,800 beds.
