Adv. Amy Palmor's candidacy for the position of chairman of the Electric Company, which was decided by the Ministers of Justice and Energy, Avigdor Lieberman and Karin Elharar, is getting more complicated.

The Committee for the Appointment of Senior Officials in Government Companies has announced that it does not approve the appointment, due to the fact that Palmor is not on the team of directors and also lacks the necessary business experience for the position.

But it is possible that this story contains some of the lost methods of Israeli politics, a place where there are no principled positions and no single truth, only a position.

During his tenure as Minister of Justice, Yair Lapid, with the help of the former director of the Government Companies Authority, decided to establish a "team of directors."

The idea was to cut off the appointment of senior officials for political reasons and to set professional criteria for those who would meet them to be able to be included in the team, whose services would include directors in government companies.

During his previous term in office, the Minister of Cyber and Digital, David Amsalem, who was also in charge of government companies, announced that he wanted to disband the team of directors, which severely limits the possibilities of appointments to government companies.

Amsalem's decision came in response to the fact that the committee thwarted the appointment of Andrei Ozen, who is close to the Likud, to the position of chairman of the Israel Railways, even though the then Minister of Transportation, Miri Regev, pushed for the appointment.

Supreme Court Justice Yitzhak Amit ruled A petition filed against Amsalem's decision that it is not allowed to disband the team of directors.

Only a few months passed, the government changed and the decision to appoint Palmor, who is not suspected of having a political affiliation with any of the ministers - Elharar or Lieberman, provoked criticism - since Palmor is not on the board of directors. Following the decision, the Movement for Governance and Democracy approached the Ministry of Justice - and it asked the ministers in charge to review the appointment.

It has now been learned that the committee has decided not to approve Palmor's appointment, as stated due to "lack of relevant experience and non-compliance with the team's conditions" in the wording of the decision.

The question of whether Palmor indeed "does not meet the conditions of the team," will be left to the discretion of the reader. It is true that Palmor has no experience in the field of infrastructure, as well as an education that is beyond a bachelor's degree in law, but her resume, as summarized below, leaves no room for appeal as to the extent of her professional experience as well as her education.

Precisely because Palmor is not considered to have a political affiliation, it seems that the thwarting of her appointment as chairman of the Electric Company indicates the method of appointments that has become a political battle dominated by the "eye for an eye" rule. IAI chairman, puzzled - since the man served as defense minister, but while Peretz is a politician, Palmor has a rich resume that has never been "stained" with one political identity or another.

Emmy Palmor is a lawyer by education and has previously served in a variety of positions, the most prominent and remembered of which is the Director General of the Ministry of Justice, between 2014-2019, that is - under two very different legal services in their worldview: Tzipi Livni and Ayelet Shaked.

Palmor completed her law studies at the Hebrew University in 1990, after which she interned with both Judge Zvi Tal in the Jerusalem District Court and

the law firm's law firm

, Adv. Yair Golan.

She was later accepted as a partner in the law firm of Carmeli Arnon (Civil). After working for him as an employee, the allegations about the lack of business experience are a bit strange.

Since 1996, she has held various positions in the State Attorney's Office, chaired the Israel Board of Auditors and was a member of the negotiating team for the release of Gilad Shalit. In the civil service - and this is a very partial list.

Also in the field of formal education, it seems that few will challenge Palmor's experience: beyond her law education she is a graduate of a mediation course, a senior management development course, a civil service excellence development course and a graduate of the Social Policy and Executive Program.
