Scope for the coalition negotiations: SPD, Greens and FDP, as possible government partners, can hope for significantly more tax revenue in the next few years than was thought in the spring.
The federal government can expect additional annual income in the high single-digit billions, possibly even a little more, said insiders of the Reuters news agency.
"Süddeutsche Zeitung" and "Handelsblatt" had previously reported on the plans.
The plus for the 16 federal states will be even greater, the insiders told Reuters.
Overall, the federal, state and local governments could have an additional mid-double-digit billion amount available annually.
By 2025: 160 billion more for the federal, state and local governments
On Thursday, the SPD candidate for Chancellor and Federal Finance Minister Olaf Scholz will present the new figures for the tax estimate until 2025 in Berlin.
It is based on forecasts made by experts.
The Ampel partners want to invest significantly more and are dependent on a good economy and bubbling tax revenues.
The "Handelsblatt" reported due to the expected strong upswing totaling around 160 billion euros more taxes than planned that the federal, state and local governments could collect from 2021 to 2025 inclusive.
Accordingly, the state will earn a total of 29 billion this year and 33 billion more next year than was calculated in the tax estimate in May.
In relation to the period 2021 and 2025, the additional tax revenue for the whole of the country is expected to be on average 32 billion euros higher than previously calculated.
The federal government will account for six to eight billion of this this year, and in the next few years it will be a little more than ten billion euros more per year.
The figures from the estimate template can still change.
The scope of the new federal government is therefore not quite as narrow as feared.
A traffic light coalition can therefore plan with ten to 15 billion euros per year as a distribution margin.
According to "Handelsblatt" information, this emerges from a cash drop by the Federal Ministry of Finance, about which the Ministry recently informed the budget experts of the three traffic light parties.
The financial problems of the traffic light would not solve even a slightly higher margin, it said.
That is why traffic light negotiators are still looking for ways to mobilize more funds despite the debt brake, for example by expanding the KfW development bank.
