The Senate dominated by the right-wing opposition gave the green light Tuesday evening to the extension of the salary increases granted during the Health Segur to some 20,000 additional caregivers, employees of establishments for disabled people funded by the departments.

The measure was announced Monday by Prime Minister Jean Castex during a trip to a specialized reception center (MAS) in Châtenay-Malabry (Hauts-de-Seine).

It is embodied in a government amendment to the Social Security's draft budget for 2022 examined at first reading by the Senate.

It plans to anticipate on November 1 the upgrades already decided for nursing staff, medico-psychological aids, social workers and educational and social support in the private sector, instead of January 1 as initially planned.

It also allows professionals working in disabled homes and establishments at the expense of the departments to benefit from a revaluation of 183 euros per month.

Ending "an iniquity"

If several senators welcomed this

, the rapporteur Philippe Mouiller (LR) deplored the

"particular method"

which leads the Senate to be informed of an amendment by way of the press. The Secretary of State in charge of the Elderly Sophie Cluzel argued that the measure responded

"to a strong demand from personnel"

and made it possible to put an end to

"an inequity" between "professionals exercising the same trades"

. She assured that the additional cost for the departments would be fully compensated by the CNSA (National Solidarity Fund for Autonomy). The new expenditure is estimated at 100 million euros, she said.

Against the advice of the government, the Senate adopted an amendment by the rapporteur proposing the establishment of a monitoring committee for negotiations on the extension of the upgrading measures resulting from the Ségur de la santé to the medico-social sector.
