Today, the Ministry of Finance issued the executive instructions of Law No. 30 of 2021 regarding exempting the import of local industry inputs with a customs duty of 1 percent from customs duties, taxes and other fees.
The first article of the executive instructions stipulated that “the imported raw materials as inputs to the local industry and subject to a customs duty of 1 percent are exempted from the customs duties specified in the effective customs tariff schedule issued by Decree No. 377 of 2014 and all other taxes and fees imposed on import.”
According to the second article, the industrialist wishing to import the needs of his industrial facilities from the raw materials referred to in the first article submits a request to the concerned industry directorate, which in turn, after physical examination of the industrial establishment, sends a letter to the concerned directorate of economy and foreign trade that includes the name of the materials and their quantities for a period of one year (i.e. application period The law) according to the production capacity and for one time, provided that the industrial facility is established and ready for work and production.
And the third article stipulated that “the concerned Directorate of Economy and Foreign Trade shall grant import licenses to the materials indicated in the letter issued by the relevant Directorate of Industry for the raw materials that the customs fee is 1% according to what was stated in the second article without conflicting with the grant mechanism approved by the Ministry of Economy and Foreign Trade, in accordance with the guide The approved application for granting approvals for import licenses and approvals.
Import licenses for raw materials are given as production inputs granted to industrialists from the date of 12/1-2021 according to Article 4 of the instructions with the phrase “benefit from the provisions of Law No. 30 dated 10/11/2021 in addition to the signature and stamp of the worker responsible for granting the licenses. Clearance is before 1-12-2022.
