Approval of the executive mechanism for granting incentives for citrus production and export

The Prime Minister, Engineer Hussein Arnous, approved the recommendation of the Economic Committee, which includes the executive mechanism, to grant incentives for the production and export of citrus according to the reliability program for marketing the substance during the period from 11/1-2021 to 5-30-2022.

The recommendation included assigning the Ministry of Agriculture and Agrarian Reform to coordinate with the concerned authorities to review the current mechanism of the accreditation program and the support mechanism for the next season.

The executive mechanism includes granting production and export incentives for every kilogram of citrus material produced and exported during the season 2021-2022, whereby production incentives are granted to owners of approved farms producing citrus at 30 pounds per kilogram exported from the approved farm.

As for citrus exporters, export incentives of 30 pounds per kilogram exported from approved farms are granted and packed in an approved center, and export incentives of 20 pounds per kilogram exported from outside approved farms.

The mechanism identified the documents and documents required to obtain incentives for each farmer and exporter, provided that support is provided to cars or containers loaded with citrus only, and containers or mixed cars are excluded.

The mechanism stipulates that all documents such as the invoice, certificate of origin, customs declaration, bill of lading and customs certificate must be issued during the implementation period of the program, and the regulated customs certificate is accepted during the period specified for completing the documents, with the adoption of the date of the transit visa written on the customs certificate on 5-30-2022, which is the last date to qualify for support.

The beneficiary or his representative shall submit a request to the Local Production and Export Support and Development Authority (General Court) according to the approved subscription forms for the citrus season 2021-2022 support programs attached to the specified documents. 30-6-2022 as the last date for completing receipt of the documents required for disbursing the support.

According to the executive mechanism, the upper limit for the weight of the car or container exporting citrus is determined on the basis of which the subsidy is calculated, which is 25 tons per car for land freight, 23 tons for a 40-foot container for sea freight, and 16 tons for a 20-foot container for sea freight.
