Youth employment: how to navigate the integration mechanisms for 16-25 year olds

Acronyms, sometimes obscure names: many mechanisms exist to help young people without employment or training to join


It is not easy to navigate in the face of the multitude of existing insertion devices.

To see it a little more clearly, we are going back in a non-exhaustive way to a few of them, intended for young people aged 16 to 25, without employment or training, i.e. 14% of young people in Île-de-France, according to the latest figures from the regional prefecture.

Integration through economic activity (IAE).

This course is aimed at unemployed people who encounter particular professional and social difficulties that do not allow them to access employment under the usual conditions of the labor market: for example long-term job seekers, young people under 26 without qualifications, disabled workers, RSA benefit recipients, etc. Pôle emploi targets these people and directs them to structures specializing in social and professional integration, for example an integration company, an intermediary association, which can offer them work. The contract is renewable within the limit of a total period of 24 months. In the region, the IAE targets for this year are 5,000 young people. By the end of October, 79% of IAE had been completed.

Youth guarantee (GJ)

This system is aimed at young people aged 16 to 25 who are neither in school, nor in employment, nor in training (called Neet, for Neither in Employment nor in Education or Training).

For a year, as part of this support path, they alternate group workshops, coaching sessions and work experience periods, in order to build their professional project, develop their skills and find a job.

Monthly financial assistance of just under 500 euros is paid.

This year, the regional objective is 24,496 young people.

At the end of October, 66% of GJ had been completed.

Contractualized path of support towards employment and autonomy (Pacea)

. Intended for all young people aged 16 to 25, this system consists of successive support phases which can be linked for a maximum period of 24 consecutive months. When entering the Pacea, the local mission advisor determines, using the conclusions of the initial diagnosis, the duration of the first phase (s) of support. These phases are adapted to the projects and the expectations of the young person. Each time the course is renewed by the decision taken with the young person to open a new phase, this phase can be of two types: either it is a phase corresponding to Pacea alone, for which the advisor determines the duration provisional, or it is a phase corresponding to the Youth Guarantee, which then obeys the rules of duration and progress of this device.The Pacea can end before its 24-month term. The monthly amount of the allowance is just under 500 euros. It cannot be combined with the Youth Guarantee allowance. The target for Pacea, in the region, is 65,634 this year. By the end of October, 75% had been achieved.

Second Chance School (E2C)

The Second Chance School welcomes young people aged 16 to 25 without a job or qualification.

It offers them paid training - 200 euros for minors, 500 euros for adults - to integrate them into working life.

The duration of training is variable.

The objective of the second chance school is for the young person to gain access to a job or to integrate vocational training.

Entry into employment pathway (PEE)

. It is aimed at 16-25 year olds and allows them to build or confirm a professional project, by developing basic skills in a professional situation, with a view to privileged access to work-study contracts and employment. Training can range from 70 to 945 hours as needed. The training in the center takes place full time (35 hours per week), with an internship in a company of 12 weeks maximum. It is a free training, which allows to have free transport and is remunerated according to the status and the situation of the trainee.

Support from Apec (Association for the employment of executives)

. On the occasion of the government plan "One young person, one solution", Apec has set itself the objective of supporting 40,000 young people from higher education in their search for employment, internship or work-study between this re-entry 2021 and summer 2022. At the regional level, the objective this year is 8,743 young people supported. 74% of support provided by Apec was carried out at the end of October.

Intensive support for young people (AIJ)

Job seekers aged 16 to 30 can benefit from intensive support from Pôle Emploi to boost their job search.

The system should make it possible to boost the job search process through intensive support for the beneficiary (at least two physical meetings per month).

This year, the objective set by the State in the region was to support 36,382 young people.

By the end of October, 81% of the target had been achieved.

Civic service

.

Civic service is a means of encouraging the commitment to citizenship.

It is aimed at 16-25 year olds and aims to strengthen national cohesion and promote social diversity.

Young people can engage for a period of 6 to 12 months in a mission of general interest for an average remuneration of around 500 euros.
