Shaked: "The overarching goal is to increase supply"

Interior Minister Ayelet Shaked:

The overarching goal is to increase supply and I work in all ways to realize it. After six months of intensive work we conclude 2021 "Happy, this is a tremendous achievement and great news for the citizens of the State of Israel and for that I want to thank Shlomi Heisler, Dalit Zilber and all the employees of the Planning Director."

"In addition, in order to streamline work and advance the goals I have set, I have authorized local committees with broad powers, convened the chairmen and planners of the District Committees for Global Perspective and instructed the National Planning Headquarters to significantly speed up legislative amendments and facilitate bureaucracy in Israel." , Minister Shaked concluded.

Dalit Zilber, Director General of the Planning Administration

: "Despite the challenges faced by the planning institutions in the past year, including the corona crisis, lack of budget in the first half of the year, expiration of the WTMAL, lack of standards and consultants, thanks to hard work, the planning institutions met the 2021 planning goal. "This was the year of the districts that approved about 80,000 housing units."

Streamlining the licensing process while maintaining the quality of the design

The report also shows that alongside plans for housing units, the Planning Administration this year focused on promoting and approving meaningful plans in the fields of energy, transportation and infrastructure.

This year, the Planning Administration's proposal to abolish the "Facilitation Institution" was approved within the framework of the Arrangements Law passed in the Knesset. The use of facilitators has led to severe damage to the quality of planning, to poor spot planning without sufficient spatial evidence, to damage in meeting public needs to slow down licensing processes, and to burden the planning committees. The abolition of the facilitation institution is in the real line and is part of a planning reform for a licensing thinker whose goal is to streamline and shorten the licensing process along with improving and maintaining the quality of planning.

Following the decision of the National Planning and Building Council, according to which the national master plan for strengthening earthquake structures (NAP 38) will end on 1.10.22, before the amendment of legislation as an alternative to NPA 38 ("Almond alternative"), which allows for an alternative response. For the purpose of promoting and providing the possibility of strengthening buildings, inter alia, by expanding the powers of local committees to approve such plans within the framework of a plan within their authority (in the hope that it will be approved in early 2022 in the Knesset).

Promoting plans for metro and mass transportation

This year, too, the Planning Administration continued to promote the largest infrastructure program in the State of Israel - the metro.

For this purpose, a dedicated division was established in 2019 in the Planning Administration, whose role is to promote the plans for the metro system as well as the policy regarding the development that accompanies this system. The metro plans are promoted within the framework of the National Infrastructure Committee (VTL) and include the planning of three metro lines with a total length of 150 km and about 109 stations serving 24 local authorities. This year, two metro lines M3 and line 1M - a southern section, the rest of the lines were promoted on the statutory route were recommended for government approval.

In addition, significant mass transit programs were promoted including plans for infrastructure facilities for operating public transportation in urban areas designed to enable efficient service operation, travel scheduling, convenient transitions between different means of transportation and maintenance options for buses and refreshment for drivers; Promoting a program to electrify the national public transportation system, as part of the process of reducing emissions and air pollution.

According to targets, by 2026, 60% of city buses will be electric;

Plans to electrify the Eastern Railroad, a railway from Beit She'an to the border terminal that will complete Israel's commitment to providing rail access between Jordan and Haifa Bay, doubling the coastal railway between Shefayim and Hof Hacarmel, a light rail line from Tel Aviv to the Beer Sheva metropolitan area, a light rail from Ben Gurion University .

In addition, as part of the light rail lines in the Tel Aviv metropolitan area, a total of about 30 detailed planning packages were approved before execution on both green and purple lines. A total of about 50 km of track route in a dense urban area saturated with construction and infrastructure.

A national master plan for energy infrastructure has been approved

In the field of infrastructure, during 2021, the Planning Administration promoted significant plans for the energy sector in Israel - when the National Council approved a comprehensive national master plan for energy sector infrastructure (NAP 41). , And anchors the national planning policy in the fields of energy infrastructure with a comprehensive view, while addressing Israel's national energy needs in the medium and long term - for the years 2030 and 2050.

In this context, an update was approved for the national master plan for photovoltaic installations (NAP 10 / D / 10), which was approved about a decade ago and is a cornerstone in promoting electricity generation in renewable energy. This significantly expands the possibilities for the construction of photovoltaic facilities in various uses and thus reduces their construction in open areas.

Conservation and development of open spaces and regulation of maritime space

Along with approving plans for housing, infrastructure and transportation, this year the planning institutions approved plans for the preservation and development of open spaces.

This year, 19 sites were declared as nature reserves and new national parks, from the "Yehudiya" in the Golan Heights to the reserves and parks in the southern lowlands in the Lachish region.

The total area of the declared areas is about 181,600 dunams.

In addition, a policy document for the maritime space was approved, summarizing a complex work led by the Planning Administration in recent years.
