Become incompetent criminals of necessity
Let's make a simple calculation: if it is, say, a family of five (two parents and three children, an average Israeli family), a pack of 20 tests will end very quickly.

You buy from them, perhaps because they also know that a hit at the expense of the public can only be done once - the second time the customers will not come back to you.
That is, unless you are the government, the only factor that has a few years until consumers will have to express trust in it through repurchase.
